Your role

As a governance business analyst, you provide methodological guidance on the canvas dimension in which the collaboration, decision-making,



and organizational embedding of a digital solution are developed. You help local project teams sharpen not only the governance agreements, but also the practical organization behind them: roles, responsibilities, capacity, management, funding, escalation, further development, and the onboarding of new partners.

You coordinate with the enterprise architect, who feeds and tests the project from the background with architectural expertise. You translate needs, processes, actors, data flows, and choices into a workable and supported concept. The enterprise architect helps connect that concept to reference architecture, building blocks, interoperability principles, and shared facilities. In this way, the project starts from the concrete local need while also fitting within broader VLOCA principles and inter-governmental cooperation.

Who are you?

- You have proven experience as a business analyst in complex environments with multiple parties involved.
- You have experience with governance, organizational development, organizational models, collaboration models, or inter-organizational cooperation.
- You understand that governance requires more than a decision-making structure: you also look at roles, capacity, management, funding, mandates, agreements, and the organizational feasibility of a solution.




- You can analyze qualitative input, structure complexity, and weigh different scenarios clearly and evenly.
- You facilitate workshops with diverse stakeholders in a connecting way and work toward supported outcomes.
- You communicate clearly, both verbally and in writing, and translate analyses into concrete agreements, choices, and recommendations for decision-making.
- You work independently within a defined assignment while also coordinating smoothly with project leadership, architecture, relationship management, and other business analysts.
- You have an eye for the inter-governmental dimension of local digitalization projects and recognize opportunities for reuse, shared facilities, and collaboration between governments.
- Experience in a government context, with local governments, or in inter-governmental cooperation is a strong asset.
- You have an affinity for digital transformation, architectural thinking, and shared digital service delivery.

Offer

- A full-time assignment for 6 months, starting no later than September 2026.
- A substantively relevant assignment in which you help create the conditions for sustainable and scalable digital collaboration between local governments and their partners.
- You build a broad network within the digitalization ecosystem of local governments in Flanders, with contacts at the client, local governments, Flemish partners, service providers, and other relevant stakeholders.
- You get a role with societal impact and contribute to reusable insights, examples, and agreements that can also strengthen other local governments.
