Organizational context: The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development globally. This role supports the City Resilience Global Programme, strengthening the capacity of cities and territories to address climate change, disaster risk, and other urban challenges. The consultant will work with local and regional governments, civil society, and partners to foster resilience and sustainable development.

Job purpose: The Urban Resilience Consultant will provide technical expertise and analytical support to UN-Habitat's City Resilience Global Programme, contributing to its implementation and expansion. The role aims to enhance the resilience capacity of cities and territories by strengthening institutions and stakeholders in risk understanding, decision-making, resource mobilization, and integrated resilience actions. This supports UN-Habitat's objective of fostering inclusive, sustainable, climate-resilient, and risk-informed urban development, aligning with general agendas like the New Urban Agenda and the Paris Agreement. The ultimate goal is improved resilience planning, stronger governance, increased access to financing, and the development of actionable strategies for sustainable territorial development.

Responsibilities: The Urban Resilience Consultant will provide substantive technical and analytical support for the City Resilience Global Programme. Key responsibilities include supporting the adaptation and application of resilience assessment methodologies, contributing to project implementation through data collection and research, and organizing workshops and consultations. The consultant will prepare technical reports, policy briefs, and knowledge products,



and contribute to developing resilience action plans and climate adaptation strategies. Additionally, the role involves designing and delivering capacity-building activities, facilitating knowledge sharing, supporting programme development and resource mobilization, and contributing to monitoring, evaluation, and communication efforts. This includes preparing donor reports and project documentation, and maintaining programme records.

Education: An advanced university degree (Master's or equivalent) in a relevant field such as Urban Planning, Climate Change, or Disaster Risk Reduction is required. A first-level degree with additional qualifying experience may be accepted. Strong analytical, research, and report-writing skills are essential. Fluency in English and Arabic is required; knowledge of French or Spanish is highly desirable.

Work experience: A minimum of 3 years of relevant professional experience in urban resilience, climate adaptation, disaster risk reduction, or sustainable urban development is required. Experience supporting local governments in resilience planning and policy development is desirable. Experience preparing technical reports, conducting research, facilitating consultations, and delivering capacity-building activities is required. Experience with international organizations or development agencies is an asset.
