This position is in the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), hosted by UNICTF and located in Valencia, Spain. The incumbent reports to a Senior Information Systems Officer.ResponsibilitiesUnder the direct supervision of a Senior Information Systems Officer and overall guidance of the Chief, ESS, the Information Systems Officer may be responsible for the following duties:

- Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
- troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
- ensures appropriate data security and access controls considering both local and wide area issues.
- Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
- Develops training materials, operating and user manuals; Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
- Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
- Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and ESS, for either specific IT services or general technology support, including any charge back mechanisms.
- Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning,



decision-making, presentation and reporting.
- Provides guidance to, and may supervise, new/junior staff, consultants, etc.
- Competencies• PROFESSIONALISM: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Knowledge of several high level programming languages and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.
- PLANNING & ORGANIZING: foresees risks and allows for contingencies when planning; EducationAdvanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Work ExperienceA minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems is required. A minimum of five years of experience supporting software needs of UN peacekeeping operations, special political missions, humanitarian operations, or other complex field-based international organizations is required A minimum of four years of experience managing a team responsible for designing, developing, and delivering software solutions like custom ERP and custom CRM, including responsibility for building and scaling software engineering team is required. A minimum of four years of experience in the design and architecture of complex and scalable software solutions for more than 30,000 users across different geographical locations is required. A minimum of three years of hands-on experience with the following software development technologies: C# / .Net Core, React, to build REST API services and web front ends, is required.



A minimum of two years of experience with in data analytics or related area is desirable.LanguagesEnglish and French are the working languages of the United Nations Secretariat.
