The Project Superintendent is responsible for overall management control and accountability for technical performance, cost, schedule, safety, and quality associated with the Arkansas Lakes contract. The Project Superintendent serves as the senior on-site representative with full authority to act on behalf of the Contractor and commits the personnel, equipment, materials, subcontractors, and other resources necessary to perform task-order requirements efficiently and effectively. The position oversees operations and maintenance support across Ouachita, Greeson, and DeGray Lakes, including custodial services, grounds maintenance, visitor center support, solid waste services, natural resource management, facilities maintenance and repair, and support to dams, spillways, power plants, and navigation facilities.
Responsibilities
- Direct all aspects of contract performance with the authority and autonomy necessary to execute operations in compliance with the Performance Work Statement, task orders,



approved plans, schedules, and applicable standards.
- Serve as the primary on-site liaison with the Contracting Officer, Contracting Officer's Representative (COR), Government inspectors, Lake Managers, and other Government personnel.
- Provide adequate on-site supervision, management, coordination, and work performance management across multiple geographically dispersed sites.
- Establish and maintain a defined chain of command, including a designated contractor representative authorized to act during the Project Superintendent's absence.
- Plan and coordinate staffing and resources for custodial services, mowing and landscaping, visitor center operations, dumpster services, natural resource activities, facilities maintenance and repair, and dam, spillway, power plant, and navigation support.
