Job Summary

The Content Division within the Information Technology Department (ITD) is seeking a contractual Systems Engineer to support enterprise content, document management, collaboration, workflow, and knowledge management platforms. The division delivers technology solutions that support content and knowledge management, communications and outreach, member and partner engagement, workflow and authoring capabilities, and selected capital projects within its portfolio.

Under the direction of the Deputy Division Chief or Platform Family Owner, the Systems Engineer will serve as a senior technical contributor for enterprise document management and integrated business applications. The role is primarily focused on hands-on development and support using Microsoft .NET technologies and SharePoint Online as a document management and collaboration platform. Key areas include solution design, application development, workflow automation, API and integration services, metadata-driven document solutions, and operational support.

The incumbent will design, develop, enhance, and maintain scalable solutions using ASP.NET, C#, SQL Server, REST APIs, SharePoint Framework (SPFx), Power Platform components, and Microsoft 365 services, while ensuring alignment with business requirements, security standards, and enterprise architecture. The role also includes targeted support for OpenText Content Server / Extended ECM where needed for enterprise content management and integration scenarios.

The selected candidate will be expected to:

· Design, develop, and support enterprise applications using ASP.NET, C#, SQL Server, REST APIs, and modern Microsoft development practices.

· Develop, configure, and enhance SharePoint Online solutions as a document management platform, including document libraries, metadata models, permissions, retention support, search, forms, dashboards, and user-centric collaboration features.

· Develop advanced customizations using SharePoint Framework (SPFx), Power Automate, Power Apps, and Microsoft Graph to streamline workflows and integrate SharePoint with Microsoft 365 and enterprise applications.

· Lead integration design across SharePoint Online, Microsoft Teams, OneDrive, and other business systems, while applying best practices for scalability, supportability, and governance.

· Provide targeted development and support for OpenText Content Server / Extended ECM, particularly for integrations, content management capabilities, and interoperability with enterprise document repositories.

· Support the full solution lifecycle end-to-end, including requirements analysis, technical design, development, testing, deployment, release support, and production troubleshooting.

Given the global nature of the Fund’s operations, the selected candidate may occasionally be asked to support adaptable working arrangements, including shift coverage or after-hours availability for planned changes, critical releases, or priority incidents, as business needs arise.

Education & Experience

· Educational development, typically acquired through completion of an advanced university degree in Computer Science, Information Systems, Engineering, or a related field, plus a minimum of four (4) years of relevant professional experience; or a bachelor’s degree in a related field plus a minimum of ten (10) years of relevant professional experience.

· Additionally, the ideal candidate should demonstrate:

· Strong hands-on experience designing, developing, testing, and supporting enterprise solutions using Microsoft .NET technologies, including ASP.NET, C#, .NET Framework/.NET, SQL Server, Web APIs, and service-oriented integration patterns.

· Deep technical expertise in SharePoint Online as a document management solution, including architecture, site and information design, document libraries, content types, metadata, retention considerations, search, permissions, and collaboration capabilities.

· Demonstrated development experience using SharePoint Framework (SPFx), client-side web parts/extensions, JavaScript/TypeScript, Microsoft Graph, and REST APIs to deliver custom business solutions.

· Strong experience developing workflow and automation solutions using Power Automate, Power Apps, and Microsoft 365 integration patterns to streamline document-centric business processes.

· Experience integrating SharePoint Online with Teams, OneDrive, Azure-based services, and other enterprise platforms to support secure content sharing, collaboration, and lifecycle management.

· Strong knowledge of software engineering disciplines including secure coding, SDLC, source control, deployment pipelines, testing, troubleshooting, production support, and responsible use of AI-assisted coding tools such as GitHub Copilot or similar platforms.

· Ability to analyze business requirements and translate them into scalable technical designs and supportable platform solutions.

· Experience with OpenText Content Server / Extended ECM, especially around document repository support, integrations, metadata, permissions, and workflow capabilities, is desirable.

· Excellent communication, documentation, and stakeholder engagement skills, with the ability to work effectively in a multicultural, multi-project environment and respond to changing priorities.

Required technical experience includes

· Advanced experience in .NET development using C#, ASP.NET, SQL Server, Web Services, and REST API development.

· Advanced experience implementing and customizing SharePoint Online as a document management and collaboration platform.

· Strong development knowledge of SharePoint Framework (SPFx), Power Platform, and Microsoft 365 integration capabilities.

· Experience using AI-assisted software development tools such as GitHub Copilot, Microsoft Copilot, or similar platforms to improve developer productivity while following secure coding, code review, and governance practices.

· Working knowledge of OpenText Content Server / Extended ECM, including integrations, metadata, workflows, and enterprise content services.
