Freelance HR Project Manager Learning & Development, Performance & HR Transformation

Brussels Hybrid, to start in October until end 2027.

Service description:

The service combines project management, change management, and HR expertise to deliver projects in Learning & Development, performance management, organizational effectiveness, and HR transformation.

The service acts as a catalyst for change, partnering with HR leaders, business stakeholders, and employees to design and implement initiatives that improve performance, skills development, ways of working, role clarity, organizational effectiveness, and HR service delivery.

1. Lead HR Projects

- Manage end-to-end HR projects from scoping and business case development through implementation and post-launch evaluation.
- Define project objectives, deliverables, timelines, governance, resources, risks, and success measures.
- Coordinate cross-functional stakeholders and ensure alignment with business & HR priorities.
- Monitor progress and provide regular reporting to HR leadership team

2. Performance Management Project

- Drive the improvement of performance management process.
- Facilitate the redesign and implementation of performance frameworks, goal-setting methodologies, feedback mechanisms, and development planning approaches.
- Ensure alignment between performance management, talent development,



and organizational objectives.

3. Support HR Transformation and New Ways of Working

- Lead initiatives aimed at improving HR effectiveness and collaboration with the HR team
- Facilitate the transition towards new operating models and ways of working.
- Design and optimize HR governance, decision-making processes, and cross-functional collaboration models.
- Map, analyse, and redesign some HR processes to improve efficiency, effectiveness, and employee experience.
- Facilitate workshops to redesign workflows and define future-state processes.
- Ensure sustainable implementation and adoption of new processes.
- Facilitate role clarification workshops with the HR team.

Requirements:

- Good level of Dutch and/or French and English is required.
- 10 years of experience in HR project management, HR transformation, organizational development, consulting.
- Proven experience leading Learning & Development projects.
- Experience in process redesign, organizational effectiveness, and change programs.
- Ability to translate strategy into practical and impactful solutions.
