You will work on strategic engagement and outreach with privacy and data policy stakeholders in the EU. This will involve working on cutting-edge data policy issues and building relationships with key stakeholders. The role will involve proactive policy development, project management, and the creation of networks across different sectors. You will work in a fast-paced, cross-functional environment and present to both internal and external audiences. This role involves working on novel public policy issues. In this role you will combine substantive policy expertise with programme leadership: shaping and executing our external engagement strategy with regulators, policymakers, academics and civil society across the EU privacy and AI community, and translating the fast-moving EU digital rulebook - GDPR, the AI Act, DSA, DMA, Data Act and the EU data strategy more broadly - into clear guidance and priorities for internal partners.The ideal candidate has a track record of public engagement (e.g., published thought leadership, conference speaking, or advisory roles) in the EU data and privacy community and is comfortable operating independently at senior levels both externally and internally. They will be detail-oriented and strategic, able to adapt quickly, build credibility and trust across all levels of the organisation,



and coordinate with cross-functional leads on time- and mission-critical issues spanning policy, legal, communications, product, and engineering. This person will be highly organised, resilient and effective at prioritizing competing demands and delivering results in time-sensitive scenarios and reports to the Director of Data and Privacy Policy, EMEA.

Privacy and Data Policy Manager Responsibilities: Policy leadership and external engagement

Identify and monitor data policy issues affecting Meta in the EU

Monitor, analyse and advise on EU and national developments in privacy, data governance and AI regulation, and assess implications for Meta's products and policy positions

Develop proactive strategies and initiatives to address policy challenges

Engage and build relationships with relevant stakeholders, with regulators, policymakers, academia, civil society and industry bodies in the country of hire and across the EU

Represent Meta at meetings and conferences

Work closely with cross-functional teams on a range of policy issues, including strategically drafting submissions and engagement plans for local policy audiences

Programme and process management

Own project plans and strategic planning frameworks for privacy and AI external engagement initiatives

Provide a centralised view across the privacy team of global external engagement activity

Drive escalated issues on priorities, goals, strategies, resourcing and key initiatives to resolution

Partner with events and policy programmes teams to develop and execute event strategy

Communications and knowledge management

Shape internal communication strategies and channels on privacy and AI external engagement, in coordination with global counterparts

Prepare briefing materials and presentations for senior audiences,



including leadership policy and business updates on engagement and sentiment

Build and run knowledge-sharing processes for the engagement team, acting as subject matter expert for content and knowledge management best practices

Minimum Qualifications

6+ years of professional experience in privacy, data or technology policy, regulatory affairs, or a closely related field

Fluency in English and French, as the role requires direct engagement with French-speaking regulators and policymakers in the EU

Bachelor's degree or higher in a relevant fields

Demonstrated expertise in AI policy and in the privacy and data protection framework of the EU digital landscape (GDPR, AI Act, DSA/DMA, Data Act)

Established familiarity with and a network in the data and privacy community in at least one of the countries where the position may be based (Spain, France, Italy)

Proven experience leading complex, cross-functional programmes, including business process management, workflow and lifecycle management

Strong presentation, writing, and stakeholder-management skills, including those with senior external audiences

Preferred Qualifications

Experience advising product or engineering teams on regulatory requirements

Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies

Demonstrated ability to integrate AI tools to optimise/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)

Track record of published thought leadership or public speaking on privacy or AI policy

Additional official EU languages to support stakeholder engagement across EU member states

Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)

Experience working with or within an EU data protection authority, the EDPB, a national digital regulator, or an EU institution

Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
