Organizational context: The International Organization for Migration (IOM), a UN-related organization established in 1951, facilitates humane and orderly migration. IOM is undergoing a Business Transformation (BT) process, updating its integral systems, including financial management and ERP, with Oracle Cloud Fusion ERP and EPM, known internally as Wave. This role supports the Chief, Corporate Solutions Unit, ensuring the ERP solution meets organizational objectives and remains technically sound.

Job purpose: The Oracle Financial Functional Stream Lead (Finance to Manage) is responsible for ensuring the Wave ERP solution, powered by Oracle Cloud Fusion, aligns with IOM's evolving organizational requirements and performance objectives. This role ensures the system remains technically sound through continuous platform updates and business improvements. The Lead will oversee the Finance to Manage (F2M) stream, working closely with the Chief, Corporate Solutions Unit, Business Process Owners, and other ERP Business Relationship Managers. The primary goal is to maintain and enhance IOM's system-based finance processes, ensuring they meet current needs and support future operational demands within the global transformation initiative.

Responsibilities: Lead the Finance to Manage (F2M) stream as the focal point for managing and enhancing IOM's system-based finance processes, including cost objects, commitment tracking, financial monitoring, accounts payable, payment processing, and reporting. Collaborate with the Department of Finance and Administrative Management and the global F2M community to understand financial contexts, address user needs, and proactively resolve issues. Prioritize and manage contracted resources to ensure timely and accurate delivery of requirements. Ensure continuity of F2M systems, monitor software upgrades, conduct regression testing, manage cloud platforms, and oversee vendor activities.



Analyze end-user support requests and defect resolutions to ensure user satisfaction and operational efficiency. Manage business relationships with stakeholders to define solution demands, report on service quality, and coordinate issue resolution. Lead the change process lifecycle, including business analysis, process improvement, and change management activities, ensuring cross-functional integration and compatibility. Liaise with ICT Enterprise Architecture to align F2M solutions with overall architectural goals. Prepare and maintain technical and user documentation. Manage all related tasks and operations, tracking progress against plans and service level agreements. Promote change acceptance and ensure smooth implementation of system and process changes.

Education: Master's degree in Business Administration, Management, Finance, or Information Technology with seven years of relevant experience, or a University degree with nine years of relevant experience. Professional accountant certification (ACCA, CA, CPA, CIMA, CIPFA) is advantageous.

Work experience: Extensive experience in accounting and financial management, including financial analysis, process design, master data management, and reporting within a large organization. Experience in implementing financial controls and extensive experience with ERP software/systems are required. Direct experience in an ERP implementation and accounting structure setup is a distinct advantage.

Skills: Expertise in Oracle Cloud Fusion ERP for finance, planning, budgeting, project resource management, and reporting. Strong communication skills for clear and concise written and verbal presentations. Ability to conduct analyses and edit various materials. Knowledge of Oracle Cloud Fusion ERP modules, configuration, and operation. Practical knowledge of IPSAS accounting standards is advantageous.
