The Quality, Health & Safety and Security (QHS) Manager will serve as the Owner's representative for Quality Management Systems, Health, Safety, Security, compliance, and assurance activities across the company's renewable energy portfolio, covering both Construction and Operations & Maintenance (O&M;) activities for Wind, Solar, and Battery Energy Storage System (BESS) projects, with an initial focus on utility-scale wind projects in Egypt and the Balkans. The role will provide leadership and oversight of the H&S; function across all project phases and technologies, ensuring a consistent and effective approach to health, safety, compliance, and assurance throughout the organization.
Responsibilities: QHSS Governance and Management Systems
Act as the Owner's lead representative for Quality, Health & Safety and Security governance matters during project development, construction, commissioning, and handover phases.
Develop, implement, and continuously improve corporate QHSS policies, procedures, standards, and management systems applicable across all projects.
Establish a consistent QHS assurance framework across the project portfolio.
Promote a strong culture of compliance, accountability, and continuous improvement throughout the organization and contractor ecosystem. Foster respect for labour and human rights and a transparent, no-retaliation reporting culture across the contractor ecosystem.
Support the Head of ESG in implementing corporate QHSS objectives, targets, and strategic initiatives.
Ensure effective integration of QHSS requirements into project governance and reporting processes.
Provide management with independent assessments of project compliance and QHS performance.
Plan, coordinate, and evaluate QHSS training and awareness programmes to promote knowledge, compliance, and continuous improvement across project teams and the wider organisation.
Health & Safety Assurance
Review, assess, and monitor contractor Health and Safety Management Systems to ensure compliance with contractual obligations, legal requirements, and international standards.
Verify implementation of project-specific Health and Safety plans and procedures by contractors and subcontractors.
Conduct regular site visits, inspections, audits, and management safety walks.
Monitor contractor compliance with:
Working at height requirements
Lifting operations procedures
Electrical safety procedures
Traffic management plans
Emergency preparedness and response plans
Risk assessment and control processes
Incident reporting and investigation procedures
Confined space entry procedures
Transportation of abnormal or oversized loads
Monitor safety performance indicators and identify trends requiring management intervention.
Review incident investigations and verify the implementation of corrective and preventive actions.
Participate in investigations of significant incidents, near misses, and high-potential events.
Escalate critical risks and non-compliances to management as appropriate.
Ensure lessons learned are captured and shared across projects.
Monitor occupational health aspects,
including ergonomics and industrial hygiene, to safeguard workforce wellbeing.
Quality Systems and Compliance Assurance
Establish and maintain project and corporate Quality Management System (QMS) requirements.
Review contractor Quality Management Systems to verify compliance with contractual obligations and company expectations.
Monitor implementation of documented procedures, processes, workflows, and controls across projects.
Verify that required project documentation, records, registers, approvals, and controlled documents are properly maintained.
Ensure compliance with established document control procedures and record retention requirements.
Review contractor management processes for handling non-conformities, corrective actions, preventive actions, and lessons learned.
Conduct compliance reviews and system audits to verify adherence to approved procedures and management systems.
Ensure management review processes are implemented and effective.
Monitor compliance with ISO-based management systems and company governance requirements.
Support the development of standardized QHS processes and reporting tools across the organization.
Promote continuous improvement initiatives and monitor implementation of improvement actions.
Security Management
Review, assess, and monitor contractor security management plans and arrangements to ensure compliance with contractual obligations, applicable regulations, and international standards, including the Voluntary Principles on Security and Human Rights (VPSHR).
Verify implementation of site and asset security procedures by contractors and security service providers.
Conduct regular site visits, inspections, and audits of security arrangements and personnel.
Monitor contractor compliance with:
Access control and site security procedures
Vetting, training, and conduct of public and private security personnel
Use-of-force and rules of engagement protocols
Community-security interface and grievance mechanisms
Review security incident investigations and verify implementation of corrective and preventive actions.
Escalate critical security risks and non-compliances to management as appropriate.
Ensure security arrangements are aligned with IFC Performance Standard 4 and other applicable lender requirements on community health, safety, and security.
Lender Compliance and ESG Requirements
Ensure construction activities comply with health and safety obligations imposed by project lenders and investors.

EBRD Performance Requirements
Environmental and Social Action Plans (ESAPs)
Financing Agreement obligations
Applicable ESG commitments
Participate in lender monitoring visits, audits, and compliance reviews.
Support preparation of lender reports and compliance documentation.
Coordinate responses to lender observations, findings, and corrective actions.
Support implementation and monitoring of commitments made to lenders and stakeholders.
Auditing, Assurance and Contractor Oversight
Develop and implement annual QHSS audit and assurance programmes across all projects.
Conduct regular audits of BOP, TSA and other project contractors to assess compliance with contractual, legal, and corporate requirements.
Verify implementation and effectiveness of contractor management systems and processes.
Track audit findings and ensure timely closure of corrective actions.
Identify recurring compliance issues and drive preventive measures.
Prepare detailed audit reports and management recommendations.
Support contractor prequalification and assessment processes from a QHS perspective.
Maintain assurance dashboards and compliance tracking tools.
Qualifications, Experience & Job skills Education
Bachelor's Degree in Engineering, Occupational Health & Safety, Business Management, Construction Management, or a related discipline.
Master's Degree is considered an advantage.
Professional Certifications (One or more of the following certifications is highly desirable
NEBOSH International Diploma
NEBOSH Construction Certificate
IOSH Managing Safely or Chartered Membership
Certified Safety Professional (CSP)
Other internationally recognised QHS certifications
Preferred Experience:
Minimum 15 years of professional experience in Quality, Health and Safety management roles.
Minimum 5 years of experience within renewable energy, power generation, infrastructure, or major industrial projects.
Proven experience overseeing contractor compliance within complex EPC, BOP and Turbine Supplier contractual environments.
Demonstrated experience implementing and auditing management systems and compliance frameworks.
Experience working with international financial institutions and lender compliance requirements.
Previous experience in a company with a strong QHSE culture
Proven experience conducting audits, compliance assessments, and management system reviews.
Experience working across multiple countries and multicultural environments.
Previous experience in Egypt and the Western Balkans is highly desirable or experience in emerging markets across Middle East and North Africa.
