Monitoring, Evaluation and Learning (MEL) Expert NTU International is preparing a proposal for the project “Support to the Africa-EU Space Partnership Programme – AESPP Boost.” The programme aims to strengthen cooperation between Africa and the European Union in the space sector , supporting policy dialogue, institutional partnerships, knowledge exchange, innovation, private sector engagement and investment, while contributing to stronger and more sustainable African space ecosystems. In this context, we are seeking a highly qualified Non Key Expert – Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the programme's monitoring, evaluation and learning framework. University degree at Master’s level in evaluation, statistics/data science, development economics, social sciences , or a related field.
In the absence of such degree, four additional years of relevant professional experience . Excellent command of English .
Working knowledge of French and/or Portuguese will be considered an asset.
Minimum General Professional
Experience ~ Minimum 8 years of professional experience in monitoring and evaluation, results-based management, programme evaluation and/or applied data analysis .
Minimum Specific Professional Experience
At least 4 years of professional experience in the design and/or operation of Monitoring, Evaluation and Learning frameworks for donor-funded or complex multi-partner programmes, including indicators, baselines, data collection protocols, evidence consolidation and/or impact assessment.
