JOB DESCRIPTION

Context

- It is for the benefit of the IT Development department within the Digitalisation and Organisation Department that the Client wishes to hire a senior .NET Developer for the GIS team.

- The GIS team takes care of analyzing, implementing and maintaining applications that support the measures and processes of different departments in a user-friendly way. These are applications for the Income Support and Policy and Coordination departments, such as GISMap (Basic Graphic Component), ASA (Urban Planning Application Advice),
- LIS (Agricultural Impact Study), Soil Passport and Kamera (Quality Control of Agricultural Plots).
- The senior .NET developer is part of the GIS team within the IT Development Department and works on the development and maintenance of the internal and external web applications, most of which also contain a GIS component.
- In the context of the Programmatic Approach to Nitrogen (PAS), the central GIS system must also be expanded and integrated into the VLIF system.
- This is to be able to register and control the geographical identification of the PAS investments.
- Participate in the creation and automation of periodic synthesis maps using geographical analyses, spatial queries and geospatial tools and libraries within the framework of the Programmatic Approach to Nitrogen (PAS).

ROLES AND RESPONSIBILITIES

The .NET developer is accountable to the project leader. The function consists of:





- helping to develop new and existing functionalities
- translating functional specifications into technical designs
- maximizing the quality and robustness of the applications.

- share .NET expertise within the team
- To register and control the geographical identification of the PAS investments, our central GIS system needs to be extended and integrated into the VLIF system
- Detecting evolutions and trends in successive synthesis maps requires a higher delivery frequency and a consistent methodology, which makes automating this process crucial.
- The proposed candidate must at least meet the following competencies, listed in order of importance. This must be evident from the candidate's CV. Candidates who do not meet these minimum requirements will not be included in the further selection procedure.

Technical skills:

- Minimum 5 years of full-time professional experience in .NET (C#)
- Demonstrated professional experience with WCF, ASP.NET Web API
- Demonstrated professional experience with Entity Framework
- Demonstrated professional experience with browser-side Javascript development (Typescript, Angular 18 or higher)
- Demonstrable professional experience with Oracle (SQL and PL/SQL) and SQL server
- Good demonstrable knowledge of the Python programming language




- Good demonstrable knowledge of GIS systems
- Good demonstrable knowledge of Oracle Spatial
- Demonstrable knowledge of OpenLayers
- Design Patterns are no stranger to you
- Demonstrable knowledge of CSS and Bootstrap
- Demonstrable knowledge of GIT source control
- Demonstrable knowledge of Scrum methodology

REQUIRED SKILLS

- Proven experience in developing .NET-based applications
- Demonstrable training with certification or equivalent through experience in programming languages and environments such as .Net (C#), ASP.NET, ...
- Proven professional experience with browser-side Javascript development (Typescript, Angular 18 or higher)
- Proven professional experience with Entity Framework
- Proven professional experience with Oracle (SQL and PL/SQL) and SQL server
- Proven professional experience with WCF, ASP.NET Web API
- Good demonstrable knowledge of the Python programming language
- Good demonstrable knowledge of GIS systems
- Good demonstrable knowledge of Oracle Spatial
- Minimum 60 months of full-time professional demonstrable experience in .NET (C#)
- Language requirement: Dutch at European CEFR - level C2
- Proven experience in leading a development team and coaching developers
- Demonstrable knowledge and experience of Agile development methodology, in which a leading role can be taken
- Demonstrable knowledge of CSS and Bootstrap
- Demonstrable knowledge of GIT source control
- Demonstrable knowledge of OpenLayers
- Demonstrable knowledge of Scrum methodology
- Design Patterns are no stranger to you
- Be able to perform demonstrable experience in programming assignments very smoothly: coding, testing and debugging
