Context

The client is the Belgian high-voltage transmission system operator, responsible for transporting electricity at 380, 220, 150, 70, and 36 kV across the country and playing a central role in the Belgian and European energy transition. As part of the The client Group a European TSO The client Belgium manages a growing portfolio of infrastructure investment programmes designed to support the decarbonisation of the economy, reinforce cross-border interconnections, and ensure the long-term reliability of the Belgian power system.

The Project Leader HV Cable Infrastructure joins the client Engineering and is responsible for leading and delivering electrical infrastructure projects involving underground and/or submarine HV cables at 36, 70, 150, 220, and 380 kV. The role covers the full project lifecycle: from initial scoping and feasibility through engineering, procurement, site execution, and administrative closure. Depending on the candidate's level of experience, tasks will be carried out autonomously or with support from senior colleagues The client Belgium runs an extensive internal training and mentoring programme.

Responsibilities

Project ownership full lifecycle

- Lead assigned cable infrastructure projects from definition through to administrative closure covering scoping, feasibility study, engineering, procurement, execution, and closeout
- Ensure that projects are delivered on time, within budget, and to the required technical standards maintaining continuous visibility for management on status, risks, and deviations




- Develop and maintain project budgets and planning schedules taking into account required and available resources and client priorities

Engineering and technical studies

- Carry out or coordinate technical studies in support of project execution cable sizing, routing, laying methodology, civil works interfaces, protection and relay coordination
- Review and validate technical documentation produced by contractors, suppliers, and engineering teams ensure compliance with the client technical specifications and applicable standards

Procurement and contract management

- Develop tender dossiers for cable supply, civil works, and installation contracts define technical requirements, commercial terms, and evaluation criteria
- Participate in the procurement process from tender launch through to contractor/supplier selection provide technical support to the purchasing function

Site coordination and works supervision

- Lead and coordinate on-site execution in collaboration with the client internal teams (operations, protection, asset management), contractors, suppliers, and client-side stakeholders
- Ensure quality and safety standards are applied throughout site activities enforce the client QHSE requirements and escalate deviations

Communication and reporting

- Communicate project progress clearly and regularly to all relevant stakeholders internal teams, management, clients, and external partners
- Prepare and deliver project status reports, milestone updates, and closeout documentation

Requirements

Education

- Master's degree in electrical engineering, electromechanical engineering,



civil engineering, or mechanical engineering or equivalent

Experience

- A first professional experience following graduation is required. The role is open to junior candidates (recent graduates with an internship or first position) as well as mid-level profiles with several years of project experience in HV infrastructure. The client Belgium has a structured onboarding and training programme to support candidates who are new to the transmission network environment.
- Prior exposure to high-voltage cable projects, underground cable installation, or electrical infrastructure works is valued but not mandatory

Languages

- Dutch: perfect command mandatory. The role sits within a Dutch-speaking team and day-to-day operations are conducted in Dutch.
- French: knowledge of the other national language is a strong asset for interactions with French-speaking colleagues, clients, and external partners.
- English: working proficiency for technical documentation and international supplier interfaces.
