The ANPR and sensors program is housed within the Directorate of Police Information and ICT (DRI) of the Federal Police. The Directorate is responsible for preparing the policy and rules for information management and processing, developing the police information concept, establishing technical norms and standards, and implementing information and communication systems.

Project

Automatic Number Plate Recognition (ANPR) uses intelligent cameras that recognize license plates. The system then compares these scanned license plates with already available data (stolen or reported vehicles, whether or not they are permitted to drive in certain areas, etc.). Within the police force, ANPR is used in the context of road safety and judicial assignments.

The intention is to increase the type and volume of the various sensors through the program over the coming years, thereby fully committing to quality, safety, and performance. This has an impact on central systems, the flow and storage of information, etc.

Mission

As an IT Technical Expert in Public Procurement, you will put your IT knowledge as well as your experience in public procurement at the service of the ANPR and Sensors Program to support upcoming objectives and contribute to a new public tender for cameras and sensors.

The IT-correct drafting of the new market is crucial to launching a good public procurement contract that fits within our standards and is simultaneously future-proof.

Given the need for central connection of the cameras, it is important to have sufficient IT technical insight to contribute to matters such as connectivity, flow, storage and security of information, compatibility of specific technological solutions, life cycle management, etc.

You provide the IT technical support required for all steps in the process of the new government tender:

- market analysis (existing and future solutions from camera manufacturers and integrators)
- needs assessment (mapping the operational and technical needs of the Integrated Police and its partners)
- developing technical requirements
- suggesting SLAs




- assist in drafting selection and award criteria.

All these activities must be carried out within the legal framework surrounding public procurement, with a focus on transparency, objectivity, and equal treatment.

Regarding existing contracts for IT applications running within the program, follow-up is required for the substantive revision of service catalogs and the monitoring of performance in accordance with contractual agreements (SLAs), quotations, contract revisions in the context of security updates, etc.

You ensure a good structure and make every effort to adhere to predetermined timings.

Where necessary, you adjust the schedule, and you are able to communicate clearly and transparently about this and provide the necessary reporting.

You build a good relationship with internal stakeholders within the police and also help coordinate the various initiatives with external partners to ensure the success of the initiatives.

Tasks and responsibilities:

Main tasks:

- Setting up IT workshops to determine the needs of on-site users and partners
- Coordinating technical input from DRI (ANPR and sensors program, Infrastructure and Systems Division, Architecture, Development, etc.)
- Market analysis, including on-site visits to specialized firms and trade fairs for digital applications.
- Setting up workshops to determine technical requirements
- Providing support in all steps of the drafting of new tender documents: needs assessment, drafting technical specifications, formulating proposals for selection and award criteria, and an evaluation system.
- Facilitating information exchange and cooperation with the various (government) partners of the ANPR team and the integrated police




- Preparing and facilitating meetings and presentations (e.g., company information session, Q&A; session, etc.)
- Support with administrative files

Additional duties:

- Monitoring current contracts and performance in line with the applicable specifications of various IT applications
- Drawing up a schedule for each new specification document based on validated parameters, taking into account dependencies and risks (financial, operational, etc.)
- Reporting on the progress of various files, including problems, bottlenecks, and risks – proposing alternatives, mitigations, decisions taken, and actions to be taken.
- Ensuring the embedding and transfer of knowledge and information (SharePoint, Confluence, etc.)

Education, experience and competencies:

- At least five (5) years of hands-on experience in drafting and following up on government contracts in IT
- Sufficient knowledge of IT (software, hardware) and connectivity, and knowledge of applicable KPIs and SLAs within the relevant domains.
- Knowledge of applicable Belgian and European legislation on public sector procurement
- Familiar with themes regarding road safety and police duties, insight into the issues of data protection and police data.
- Smooth use of the MS Office package
- French or Dutch as a native language, with a strong passive knowledge of the other language

- Good communication skills and the ability to get various stakeholders to collaborate
- Proactivity and the ability to work in accordance with strategic agreements
- Planning ability, experience in reporting
- You can quickly switch between different topics and according to changing priorities.
- Discretion and a diplomatic attitude

Practical

- Work arrangement: minimum 2 days/week presence at the office, depending on tasks and agreements with the team; telework permitted at domicile or employer's address (Belgium)
