The Quality, Health & Safety and Security (QHS) Manager will serve as the Owner's representative for Quality Management Systems, Health, Safety, Security, compliance, and assurance activities across the company's renewable energy portfolio, covering both Construction and Operations & Maintenance (O&M;) activities for Wind, Solar, and Battery Energy Storage System (BESS) projects, with an initial focus on utility-scale wind projects in Egypt and the Balkans. The role will provide leadership and oversight of the H&S; function across all project phases and technologies, ensuring a consistent and effective approach to health, safety, compliance, and assurance throughout the organization.
The role is responsible for establishing and maintaining a robust framework for quality governance, procedural compliance, health and safety assurance, contractor oversight, auditing, reporting, and continuous improvement. The position will lead and coordinate H&S; personnel supporting the company's Construction and O&M; activities, while providing independent oversight to ensure that all contractors, consultants, and project stakeholders comply with contractual obligations, company policies, applicable regulations, and international lender requirements.
The QHSS Manager shall not be responsible for technical quality control, inspection, testing, or acceptance of construction works. Such activities remain the responsibility of the relevant contractors, suppliers, Owner's Engineer, and project delivery teams. Instead,
the QHS Manager will focus on verifying that the appropriate systems, procedures, records, controls, audits, and compliance processes are effectively implemented and maintained throughout the project lifecycle, as well as throughout the operational phase of the assets.
The QHSS Manager is responsible for monitoring, inspecting, auditing, and reporting on the overall QHS performance of contractors and service providers, ensuring proactive risk management during both construction and operational phases. The role ensures that the Turbine Supplier, Balance of Plant (BoP) Contractor, and OEM Contractor comply with contractual requirements, applicable national regulations, and international best practices.
The position requires extensive interaction with project management teams, H&S; personnel, contractors, O&M; service providers, lenders' technical advisors, Owner's Engineers, local authorities, and international financial institutions, including IFC, EBRD, and other project lenders. The role will also serve as the central point of coordination for H&S; governance across the company's Wind, Solar, and BESS portfolio, ensuring alignment of standards, reporting, and best practices across all regions and business functions. The QHSS Manager shall also support AEP to ensure that all project activities are conducted safely, responsibly, and in full compliance with regulatory and company requirements, while fostering a strong and sustainable safety culture across Alcazar Energy’s assets.
