JOB TITLE: TECHNICAL WRITER: GOVERNMENT PROCUREMENT IT EXPERT

LOCATION: BRUSSELS, BELGIUM

DURATION: 15/09/2026 - 31/12/2026 PLUS POSSIBLE OF EXTENSION

JOB DESCRIPTION

MISSION

- As an IT Technical Expert in Government Procurement, you will put your IT knowledge but also your experience in government procurement at the service of the ANPR and sensors program to support the upcoming objectives and to participate in a new government tender for cameras and sensors.
- Correctly issuing the new market in terms of IT is crucial to be able to launch a good public contract that fits within our standards and is at the same time future-proof.
- Given the need for central connection of the cameras, it is important to have sufficient IT technical insight to think along about issues such as connectivity, flow, storage and security of information, compatibility of certain technological solutions, life cycle management, etc.
- You will provide the IT technical support required for all steps in the new public procurement process:
- Market analysis (existing and future solutions from camera manufacturers and integrators)
- needs assessment (mapping the operational and technical needs of the Integrated Police and its partners)
- Developing technical requirements
- suggesting SLAs
- Help establish selection and award criteria.
- All these activities must be carried out within the legal framework of public procurement, with a focus on transparency, objectivity and equal treatment.
- With regard to the existing contracts of IT applications running within the program,



follow-up is required for the content review of service catalogs and the follow-up of the performance according to contractual agreements (SLAs), quotations, contract revisions in the context of security updates, etc.
- You ensure a good structure and make every effort to respect predetermined timings.
- Where necessary, you adjust the planning and you can communicate clearly and transparently about this and provide the necessary reporting.
- You build a good relationship with internal stakeholders at the police and also coordinate the various initiatives with external partners in order to ensure the success of the initiatives.

TASKS AND RESPONSIBILITIES:

MAIN TASKS:

- Setting up IT workshops to determine the needs of users in the field and partners
- Coordinating technical input from DRI (ANPR and sensors program, infrastructure and systems division, architecture, development, etc.)
- Market analysis, including on-site visits by specialized firms and trade shows of digital applications
- Setting up workshops for determining technical requirements
- Support in all steps of the preparation of new specifications: determination of needs, drafting of technical specifications, formulation of proposals for selection and award criteria and an evaluation system.
- Facilitating information exchange and cooperation with the various (government) partners of the ANPR team and the integrated police
- Preparing and supervising consultation moments and presentations (e.g. information session for companies, Q&A; session, etc.)




- Support in administrative files

ADDITIONAL TASKS:

- Follow-up of current contracts and performance in line with the applicable specifications of various IT applications
- Drawing up a schedule for each new specification based on validated parameters, taking into account dependencies and risks (financial, operational, etc.)
- Reporting the progress of various files, including problems, bottlenecks, risks – proposing alternatives, mitigations, decisions taken and actions to be taken
- Ensuring anchoring and transfer of knowledge and information (Sharepoint, Confluence, etc.)

EDUCATION, EXPERIENCE AND COMPETENCES:

- At least five (5) years of hands-on experience in drafting and following up on public procurement in IT
- Sufficient knowledge of IT (software, hardware) and connectivity and knowledge of applicable KPIs and SLAs within the relevant domains
- Knowledge of the Belgian and European legislation in force for public procurement in the public sector
- Familiar with themes related to Road Safety and police tasks, insight into the problems of data protection and police data
- Easy use of MS Office package

- Good communication skills and the ability to get different stakeholders to work together
- Proactivity and the ability to work according to strategic agreements
- Ability to plan, experience in reporting
- You can quickly switch between different topics and according to changing priorities.
