BUSINESS CONTEXT:

- Client is the digitisation agency of the Flemish government and supports Flemish and local authorities in their digital transformation. Within IT platform services, work is being done on a uniform, joint and living reference architecture. This reference architecture must give direction to architectural principles, standards, building blocks, guardrails and permitted
- choices, so that projects and products can be realized faster, more consistently, more safely and more reusably.
- Data is an inherent part of this reference architecture. The Flemish government is evolving into an information-driven government in which data must be able to be used in a reliable, semantically unambiguous, interoperable and reusable way for service provision, reporting, AI applications, policy decisions and collaboration across organisational boundaries. The assignment is therefore situated within the further development of the central architecture operation and contributes to the embedding of data architecture as a guiding domain within the reference architecture.
- This architect strengthens the reference architecture team and works with enterprise, domain and solution architects, product owners, project teams and external service providers. The focus is on making data principles, standards and architecture choices explicit, supporting concrete projects and monitoring the coherence between data, interoperability, platforms, applications, digital security and AI.
- The main result areas are:
- Elaboration of target architectures and architectural guidelines.
- Supervising modernization processes for data exchange.
- Monitoring interoperability, security, and compliance.




- Supporting teams with technical choices and architectural issues.
- Drafting architectural documentation, ADRs and impact analyses.

TECHNICAL CONTEXT:

- The employee will play a key role in the architecture, modernization and governance of data exchange platforms within the Flemish data platform landscape. The focus is on API architecture, cloud transformation, documentation and connection platforms, information security and interoperability. The data solution architect participates in the elaboration, publication and further development of the data components of the reference architecture, with a focus on data modelling, standards, governance, integration and connection to the building blocks of Client.
- The architect works closely with product teams, architecture forums, project managers, security specialists and business stakeholders to develop and realize future-oriented solutions. The assignment requires a bridging function between strategic architecture frameworks and concrete implementations. The data architect elaborates on target architecture and principles, supports architecture questions and architectural decisions, documents choices where necessary via ADRs and monitors the coherence with solution
- architectures within products and projects. This involves collaboration in an iterative operation with backlog, prioritization, reviews and coordination within DV's architecture governance.
- Technically, the candidate is expected to have experience with data solution architecture in a complex enterprise or government context, with a focus on scalability, security, privacy, and manageability. Knowledge of data governance, data standards, (EU) cloud and platform environments, and the relationship between data architecture and AI applications is important to take on the role with sufficient maturity.

SKILLS

- Demonstrable experience as a data architect in multiple projects with complex data architecture issues
- Proven experience with API and integration architecture (designing API and integration architectures, API specifications and API governance,



transitioning from legacy or SOAP services to REST services.)
- Proven experience with data architecture, data standards and data models in a complex enterprise or government context
- Demonstrable experience in setting up and developing data strategy and data architecture
- Demonstrable experience with the application of GDPR, DPIAs and risk analyses in a complex corporate or government context
- Demonstrated knowledge of cloud and infrastructure principles, such as Azure or AWS, IaC, GitOps and hybrid cloud.
- Demonstrable knowledge of data governance, metadata management and data quality principles
- Proven knowledge of REST API standards, API lifecycle management and modern integration patterns, such as OAuth2/OpenID Connect, API gateways, microservices and event-driven messaging.
- Upload document NDA signed.
- Demonstrable experience in translating conceptual information models into logical data models
- Demonstrable experience with information security, security-by-design, risk management and translating security principles into architectural choices, technical and organizational measures in a complex corporate or government context.
- Proven experience with cloud and hybrid cloud architecture in a complex enterprise or government context.
- Proven experience with data governance, metadata, data quality and reuse of data across organizational boundaries
