Programme Manager

About the Role

We are seeking an experienced Programme Manager to lead and oversee complex IT programmes that drive strategic business outcomes. The successful candidate will be responsible for managing multiple interrelated projects and workstreams, ensuring effective governance, stakeholder alignment, benefits realization, financial control, and successful delivery of programme objectives.

This role requires a seasoned programme leader who can operate at both strategic and operational levels, fostering collaboration across diverse teams while maintaining a strong focus on value delivery, risk management, and organizational change.

Key Responsibilities

Programme Leadership & Governance

- Establish and manage programme governance frameworks, steering committees, decision-making structures, and escalation processes.
- Lead the successful delivery of large-scale IT programmes aligned with organizational strategy.
- Coordinate multiple projects and workstreams, ensuring effective management of interdependencies and shared resources.
- Facilitate informed decision-making through transparent reporting and stakeholder engagement.

Benefits Realization & Strategic Alignment

- Partner with business stakeholders to define, track, and realize programme benefits.
- Ensure programme outcomes remain aligned with evolving business priorities and strategic goals.
- Monitor performance against programme objectives and business case commitments.

Financial & Resource Management

- Define programme funding models and oversee budget planning,



forecasting, and cost management.
- Manage resource allocation across programme initiatives to optimize efficiency and delivery outcomes.
- Ensure programme benefits are delivered within approved financial parameters.

Risk, Quality & Compliance

- Establish and maintain programme-level risk management processes.
- Identify, assess, and mitigate programme risks and issues while escalating critical concerns when required.
- Ensure adherence to organizational standards, quality assurance processes, and regulatory requirements.
- Drive continuous improvement across programme delivery practices.

Change Management & Stakeholder Engagement

- Lead change management and business readiness activities to ensure successful adoption of programme outcomes.
- Build strong relationships with senior executives, business leaders, and delivery teams.
- Communicate programme status, major milestones, risks, and benefits realization to key stakeholders.

Required Skills & Experience

- Extensive experience managing complex IT programmes and large-scale transformation initiatives.
- Strong knowledge of programme governance, benefits realization, financial management, and risk management.




- Experience working with both Agile, Scaled Agile, and Waterfall delivery methodologies.
- Understanding of enterprise architecture, digital solutions lifecycle management, and integration strategies.
- Experience with programme and project management tools such as:
- ServiceNow SPM
- Planview
- Microsoft Project
- Jira Align
- Confluence
- SharePoint
- Experience with programme-level risk management practices aligned with ISO 31000.
- Knowledge of compliance, governance, and regulatory frameworks within IT environments.
- Strong analytical, reporting, and stakeholder management skills.

Certifications

Mandatory (one of the following):

- PMI Portfolio Management Professional (PfMP)
- Management of Portfolios (MoP)
- PRINCE2® (or equivalent)

Preferred:

- ITIL
- SAFe Lean Portfolio Management

Preferred Knowledge

- PM² and PM²-PgM methodologies.
- Benefits realization frameworks and reporting dashboards.
- ISO 21502 (Project & Programme Management).
- ISO 38500 (IT Governance).
- Emerging technology trends and enterprise transformation practices.
