Core Responsibilities
Project Leadership and Governance:
Strategic Oversight: Translate contract requirements into an integrated execution plan, approve master schedules and cost baselines, and ensure alignment with corporate goals.
Team Direction: Supervise the Project Engineer, QA/QC Engineer, survey team, and Office Engineer, setting clear KPIs and fostering collaboration across all disciplines.
Client Relations and Contract Management:
Primary Liaison: Represent the company in all client meetings, site walks, and progress reviews, maintaining a professional relationship built on transparency and trust.
Change Negotiation: Lead preparation and negotiation of variation orders, time-extension requests, claims, and other contractual adjustments, securing favorable outcomes for the company.
Financial and Risk Control:
Budget Management: Monitor cost performance against the approved budget, implement value-engineering initiatives, and drive corrective actions to protect project profitability.
Risk Mitigation: Identify commercial, technical, and safety risks early; develop mitigation plans; and elevate critical issues to senior management when necessary.
Quality, Safety, and Compliance:
Quality Assurance: Champion project-wide adherence to QA/QC plans, ensuring defects are prevented or rectified swiftly and handover documentation is complete.
Safety Leadership: Enforce strict compliance with HSE regulations,
cultivating a zero-incident culture and approving site-specific safety plans.
Reporting and Stakeholder Communication:
Progress Reporting: Consolidate inputs from all disciplines into accurate weekly and monthly reports covering schedule, cost, quality, risks, and opportunities.
Issue Resolution: Facilitate timely decision-making by stakeholders, remove roadblocks, and maintain open lines of communication with authorities, utilities, and neighboring projects.
Qualifications
Bachelor’s degree in Civil Engineering or related field; PRC license required.
Minimum ten (10) years of progressive experience in large-scale civil or infrastructure projects, with at least three (3) years in a project-management role.
Proven success in leading multidisciplinary site teams and delivering projects on time and within budget.
Strong contract-administration skills, including negotiation of variations, claims, and time extensions.
Comprehensive knowledge of construction standards, QA/QC, and HSE regulations.
Excellent leadership, communication, and stakeholder-management abilities.
Proficiency with MS Office and project-management software (e.g., MS Project or Primavera); PMP or similar certification is an advantage.
Willingness to be assigned full-time on project sites and work extended hours when necessary.
