This leader oversees the regional Resource Management team and ensures talent is deployed in a way that protects delivery integrity, optimizes utilization, enforces internalization-first principles, and safeguards margin performance.
Operating within the enterprise Workforce Strategy model, this role serves as the real-time execution control layer across EMEA delivery.
The leader partners closely with Channel Leads, Capacity Planning, and regional leadership to ensure revenue ambition, delivery capacity, and cost structure remain aligned.
This Role Requires Fluency In Distinct Delivery Dynamics Production Management – bespoke, high-risk, limited swap tolerance
Studio – high-volume, velocity-driven, adaptable routing
Content Solutions – strategic, longer-duration, concept-led work
Scope of Oversight Resource Management across Production, Studio, and Content Solutions
Cross-channel redeployment and routing governance
Regional utilization and nonbillable trend visibility
Freelance validation and duration discipline
Workfront system integrity and execution standards
Key Responsibilities Multi-Channel Resource Management Leadership Lead and develop Resource Managers across all delivery channels
Establish consistent enterprise resourcing standards and governance
Ensure allocation models reflect delivery complexity and ratio discipline
Eliminate channel silos through shared visibility and coordinated redeployment
Allocation Governance & Delivery Protection Production Management
Oversee producer and EP allocation with close attention to delivery risk and limited swap tolerance
Protect quality and client confidence in bespoke engagements
Studio




Manage high-volume, fast-turn allocation with tight utilization monitoring
Protect margin through disciplined internalization and routing
Content Solutions Group
Align strategic and concept-driven staffing to longer-duration engagements
Monitor redeployment timing and skill continuity risks
Across all channels:
Balance delivery risk, utilization, internalization, and cost discipline
Lead weekly resourcing governance meetings
Resolve high-risk allocation conflicts
Internalization & Cross-Channel Routing Ensure internal capacity is fully evaluated across all channels before approving freelance
Facilitate work routing across channels and regions when skill alignment and cost efficiency allow
Monitor freelance duration and structural reliance
Prevent convenience-based staffing decisions, margin protection is top priority
Capacity Integration & Utilization Governance Translate demand forecasts into structured channel-level visibility
Own short- and mid-term capacity oversight across delivery channels
Monitor billable utilization, nonbillable trends, bench exposure, and sustained overutilization
Surface structural imbalances or channel-specific risk early
Translate utilization data into margin-relevant insight for leadership
Present scenario-based recommendations to leadership
Workfront & Systems Governance Serve as EMEA Center of Excellence for Workfront execution
Ensure allocations, capacity views, and utilization reporting are accurate and system-based
Eliminate shadow staffing and offline allocation decisions
Standardize reporting & visibility across Production, Studio, and Content




Executive & Cross-Functional Partnership Partner with regional CEO and Channel Leads on staffing feasibility and delivery risk
Validate staffing reality against major revenue pursuits
Escalate structural misalignment between demand and capacity
Provide clear, data-backed options when tradeoffs are required
Workforce Health & Talent Sustainability Identify burnout, chronic bench, and skill misalignment trends across channels
Align staffing decisions with long-term skill development and progression
Develop Resource Managers to operate at enterprise scale
Qualifications 12+ years of experience in agency production, studio operations, resource management, or workforce planning within a multi-channel delivery environment
Proven leadership of Resource Management teams and functions, overseeing allocation across distinct delivery models (Production, Studio, Creative Solutions)
Deep understanding of utilization metrics, nonbillable trend analysis, and channel-level margin drivers
Advanced proficiency in Workfront or comparable resource management/planning systems
Demonstrated executive partnership and influence with senior leadership
Ability to operate effectively across bespoke, high-risk client delivery and high-volume studio production environments
