Summary

This position is to serve as the single point of contact to coordinate sexual assault response when a sexual assault is reported at the installation. The incumbent serves as the designated program manager of sexual assault and sexual harassment victim support services, oversees local implementation and execution of the SAPR Program, and ensures comprehensive victim services are provided through a coordinated community response.

Duties

Program Leadership & Strategic Advisory

The incumbent serves as the Sexual Assault Response Coordinator (SARC), providing comprehensive management, oversight, and evaluation of sexual assault awareness, prevention, training, and victim advocacy initiatives across the installation. In this capacity, the SARC maintains full compliance with the Department of Defense Sexual Assault Advocate Certification Program (D-SAACP) standards, core competencies, and ethical requirements.

Multi-Agency Coordination & Case Management

The SARC co-chairs the monthly installation Case Management Group (CMG),



ensuring all unrestricted reports of sexual assault receive systematic review from initial filing through final disposition or transfer. This oversight ensures that victim care, safety, and logistical needs are consistently communicated to commanding authorities.

To facilitate an integrated response, the SARC establishes and maintains liaison with key stakeholders, including Naval Criminal Investigative Service (NCIS), base security, medical personnel, Victims' Legal Counsel (VLC), and chaplains. The SARC develops Memorandums of Agreement and Understanding (MOA/MOU) with external civilian agencies and crisis counseling centers to expand available support systems while safeguarding strict Navy confidentiality standards. Furthermore, the SARC collaborates closely with the Equal Opportunity (EO) Program and the Integrated Primary Prevention Office (IPPO) to execute unified prevention activities targeting the continuum of harm.
