Scope’s purpose is to create meaningful opportunities for people with disability to belong and thrive. We support people with physical, intellectual and multiple disabilities to achieve their goals. Scope is a registered provider under the NDIS and delivers a range of services including supported independent living, short term accommodation (respite), social connections, lifestyle options, therapy and employment services in over 420 service locations across Victoria and NSW.

Scope’s Communication Inclusion Resource Centre (CIRC) is a nationally recognised leader in accessible inclusion for people with communication disabilities.

For over 20 years, we’ve been empowering people with communication disability and/or low literacy by helping communities become more accessible, inclusive and connected. We work with a dedicated team of people with diverse skills and lived experience of disability to build the capacity of mainstream services to be more inclusive and accessible to all.

About Your Role The role identifies and develops strategic partnerships and opportunities for innovation that advance Scope's priorities and deliver positive change for people with disability. Positioned within the Communication Inclusion Resource Centre (CIRC), the role connects CIRC's expertise with capability across Scope and external sectors to shape innovative, evidence-informed responses to complex challenges and attract the partnerships and funding needed to bring them to life. The role drives implementation, bringing together evidence and lived experience to support sustainable change, evaluate impact and use learning to strengthen and scale what works.

Your Key Focus

As a direct report to the General Manager CIRC





- Develop and manage high-value partnerships across government, disability, health, research, education, community, corporate and philanthropic sectors to advance Scope's priorities and create opportunities.
- Bring together CIRC, Scope and external partners, expertise and resources to address shared challenges and contribute to more accessible and inclusive services, systems and communities.
- Establish effective partnership governance and leverage partnerships to strengthen CIRC's reach, Scope's influence and future opportunities.
- Identify and develop grants, tenders and other external funding opportunities, leading proposals, business cases and consortium development to build a strong pipeline aligned with Scope's priorities and growth.
- Identify emerging issues, sector trends and opportunities relevant to CIRC, translating evidence and insights into strategic advice, frameworks and priorities for innovation and improvement.

What We Look For

- Relevant postgraduate qualification in a related discipline, or equivalent education, training and advanced professional experience.
- Significant senior experience leading complex, cross-sector initiatives within large or complex organisations, with strong knowledge of the disability, health or human services environment.
- Demonstrated experience developing strategic partnerships, funding proposals and business cases,



and securing external funding.
- Advanced capability in systems thinking, co-design, applied research and evaluation to understand complex challenges and inform strategy, innovation and improvement.
- Strong strategic planning, project, change and implementation leadership, translating strategy and innovation into sustainable change.
