JOB TITLE: ENTERPRISE ICT ARCHITECT

JOB DESCRIPTION - ROLES AND RESPONSIBILITIES
Function
The Enterprise ICT Architect - Organizational and Transformation Architecture guides the CLIENT in designing a future-oriented organizational model and ensures that the organizational transformation is coherently aligned with the enterprise and ICT architecture. The assignment includes:
- Complete, update and validate the existing organizational analysis, including organizational, governance, information and ICT dependencies.
- Mapping of overlapping assignments, powers and responsibilities and bottlenecks with an impact on processes, data, applications, digital services and ICT governance.
- Developing and comparing scenarios for the future organizational model, with impact analysis on business capabilities, end-to-end processes, information flows, applications and ongoing ICT initiatives.
- Facilitating strategic workshops with the Executive Committee and the relevant managements, with a view to supported decision-making.
- Develop a target organizational model, organizational structure, and organizational chart, including clear responsibilities, authority, decision-making rights, and governance principles.
- Align the target organization with the CLIENT's enterprise architecture, architecture principles, IT governance, and digital transformation roadmap.
- Translating the chosen target structure into an implementation program with workflows, dependencies, architectural preconditions, risks and decision points.
- Identify and describe the necessary organizational and ICT projects in the applicable CLIENT templates.
- Establish and maintain an integrated implementation roadmap and a program plan for change management, communication, risk management and planning.
- Advising on stakeholder involvement,
change approach and the safeguarding of the new governance and architecture.
- Phasing and deliverables
Phase 1 - Finalizing and validating the analysis
- Validated organizational analysis with inventory of organizational, regulatory, process, information and ICT bottlenecks.
- Impact overview of the current organization on governance, digital capabilities, application support and ongoing ICT initiatives.
Phase 2 - Developing and aligning the organizational choices
- Substantiated scenarios and proposal of organizational model.
- Target organizational structure and new organizational chart.
- Enterprise architecture impact analysis and documentation of the choices made.
Phase 3 - Preparing for the implementation
- Integrated organizational and ICT transformation roadmap.
- Program plan with workflows, dependencies, risks, change management and planning.
- Description of the necessary implementation projects in the CLIENT templates.
Collaboration and reporting
- Structural Service of the Department of Personnel & Organisation.
- Head of Strategy & Performance at Pension Navigate.
- Diensthoofd Enterprise Architecture van Pension Navigate.
- CIO
- Members of the Executive Committee.
- Relevant business, data, application, security and infrastructure architects and ICT project managers.
- The consultant reports directly to the Administrator General and is operationally managed by the head of the Pension Navigate department. Formal validation moments are organised during each phase. The final validation and prioritisation are the responsibility of the Executive Committee.
- The place of employment is Brussels. We offer the possibility to telework part-time.
Technical and generic competencies
- At least 10 years of demonstrable professional experience as an enterprise architect, business architect, ICT transformation architect or in an equivalent architecture role.
- Demonstrated experience with at least three organization-wide transformation or restructuring programs in organizations with at least 1,000 employees, at least one of which is in an organization of approximately 2,000 employees or more.
- Experience with enterprise architecture, business architecture, target operating models, capability mapping, governance and the translation into ICT roadmaps.
- Experience in performing impact analyses across processes, information, applications, technology and governance.
- Extensive experience in guiding executive management teams with strategic organizational and ICT issues.
- Proven expertise in stakeholder management, consensus building, workshop facilitation and change management within complex organizations.
- Sufficient technical baggage to engage constructively and substantively with enterprise, business, data, application, security and infrastructure architects.
- Strong analytical and conceptual skills, autonomy, integrity, result-orientation and a pragmatic implementation-oriented approach.
- Strong points: experience in the public sector, knowledge of pensions and Belgian social security, and certification in enterprise architecture, change management or project management.
