The Assignment

For a long-term freelance assignment with a major public-sector organisation in Wallonia, we are looking for a Senior Business Analyst / Business Analyst & Tester.

You will join a multidisciplinary team responsible for the digitalisation and optimisation of administrative processes related to environmental permits and integrated permits.

As a Business Analyst, you will work closely with business stakeholders, Project Managers, IT teams and other stakeholders. Your main responsibility will be to understand, analyse and translate business needs into clear functional requirements.

In addition, you will play an important role in testing, validation and business acceptance.

This assignment is therefore ideally suited to a profile who is comfortable operating at the intersection of Business Analysis, Requirements Engineering and Testing.

Key Responsibilities

- Understand and analyse the business context, objectives and processes;
- Gather, structure and document business requirements;
- Analyse stakeholder needs and translate them into clear functional and non-functional requirements;
- Model business processes, including using BPMN;
- Map process flows and data exchanges between different internal and external stakeholders;
- Contribute to requirements specifications and functional documentation;
- Organise and facilitate business analysis workshops;
- Define use cases and acceptance test scenarios together with business stakeholders;
- Translate use cases and requirements into concrete test cases / test scenarios;
- Prepare and document validation and acceptance testing;




- Organise and facilitate testing workshops with the business;
- Support business stakeholders during the execution of test scenarios;
- Analyse and follow up on test results;
- Verify that the delivered solution meets the agreed business requirements and expectations;
- Present deliverables to stakeholders and obtain the necessary validation;
- Work closely with Project Managers, IT teams and other stakeholders;
- Contribute to the successful delivery of the overall programme.

Must-Have Skills & Experience

We are looking for a senior profile with proven experience in both Business Analysis and Testing.

- Senior-level Business Analyst experience (T3);
- Significant and recent experience as a Business Analyst in IT projects;
- Strong experience in requirements analysis and requirements documentation;
- Proven experience writing use cases and/or user stories;
- Proven experience creating test scenarios / test cases;
- Experience combining Business Analysis and Testing within IT projects;
- Good knowledge of BPMN – at least confirmed/independent level (T2);
- Strong experience with Jira & Confluence;
- Excellent communication and stakeholder management skills;
- Experience facilitating business workshops;
- Professional fluency in French, both written and spoken;
- Willingness to work at least 50% on-site in Jambes/Namur;
- Willingness to travel to other locations within Wallonia when required.

Nice-to-Have Skills

The following skills are considered a plus and do not need to be at senior level:





- Enterprise Architect – basic/junior level is sufficient;
- Jira Xray – basic/junior level is sufficient;
- Experience within the public sector;
- Experience with environmental administration or environmental permits in Wallonia;
- Experience with urban planning / urban development processes;
- Experience with the digitalisation of administrative processes;
- Experience working in complex, multi-stakeholder environments.

Language Requirements

French is mandatory.

You will communicate professionally in French with business stakeholders, Project Managers and IT teams. Strong spoken and written French is therefore essential for this assignment.
