- Expert data analyst or data engineer with knowledge of geographical data and cartography (PARAGON project for the Client)

JOB DESCRIPTION

- The Client is looking for an expert GIS analyst/developer.
- The developer is responsible for searching for sources based on the needs of the business, summarizing this data into useful information and setting up processes to automatically process this data and keep it up to date. This is done in a team, where your exact role can be filled based on your specific strengths.
- You are part of a team that further develops the Paragon application. Within this team, you will work closely with data specialists (modeling, database management, data transformation and integrity).
- The employee is asked to work in the office 50% of the time, so that they can be optimally managed by an Client project manager and analyst. The work will be carried out according to an agile development methodology.
- You work in a dynamic environment where no solution is permanent and there is always room for improvement.

TASKS

- Maintaining existing data layers based on existing R scripts that work with a Postgres database. This includes substantive review of the changes between updates.
- Evolve data architecture according to the needs of the rest of the application
- Monitoring the quality of the delivered data and the way in which it is presented to the user
- Identifying and making available suitable data based on needs within projects or based on customer wishes
- Maintaining,



developing or setting up applications around cartography (e.g. tile server, geocoding, vector tile visualization)
- Ensure good communication with the customer, report verbally and in writing to the project manager, the responsible person(s) and/or the steering committee.

DESIRED PROFILE

THE BASIC SKILLSET SHOULD INCLUDE:

- You have knowledge of the OpenStreetMap project. This goes beyond just using data, but also includes understanding how data models are created and evolving in the community, and how to deal with contributors who don't always have the same vision.
- You master the content of datasets and understand how you can use one or more datasets to arrive at the most objective possible picture of reality. You can deal with incomplete datasets and can combine sources.
- You have experience in setting up automation with R or are willing to learn it quickly. Experience with similar packages (e.g. Python geopandas) is required if R knowledge is lacking.
- You have experience with (geographical) databases and at least a basic knowledge of SQL.
- Experience with vector tiles (creation & styling with e.g. Maputnik) is recommended
- Experience with the use of WMS, WMTS, TMS, etc.
- You are a data omnivore with at least three years of relevant experience. You like to dive into a new theme, explore the available data,



and investigate how you can make sense of it for your end users.
- You have experience in exploring open data sources and making contacts with data suppliers to find the way to the most suitable data.
- You have knowledge of the Belgian data landscape (Data Repository, Geoportail, data.gov.be, ...)
- You have knowledge of geographic data and common open source geographic software (GIS).
- You think about data products in a customer-oriented way, both in terms of selection and visualization. Which cards or other products can add value to the business?
- You are versátil in your thinking and eager to learn.

THE FOLLOWING SKILLS ARE ADDITIONALLY VERY DESIRABLE:

- You have experience with installing open source geo applications such as e.g. OSM raster tile rendering, Tegola, Martin, Pelias, Nominatim, ...
- You have experience with Docker, Ansible and workflow orchestration platforms (e.g. Airflow)
- You have knowledge of Python
- You have experience in setting up automation with R or are willing to learn it quickly. Experience with similar packages (e.g. Python geopandas) is required if R knowledge is lacking.
- You have experience with (geographical) databases and at least a basic knowledge of SQL.
- Experience with the use of WMS, WMTS, TMS, etc.
- Substantive expertise in OpenStreetMap and knowledge of the Belgian (open) data landscape (Data Repository, Geoportail, data.gov.be, ...) is recommended
- You have knowledge of geographic data and common open source geographic software (GIS).
- You are flexible in your thinking and eager to learn.

REQUIRED CERTIFICATE

- Be in possession of a security clearance (secret level range BE/EU) or be willing to apply for one.
