UCETIA Consulting is seeking a Senior Client & Stakeholder Manager to support the leadership team of a major public infrastructure project in Belgium.

Acting as a trusted adviser to the project leadership, you will help manage strategic dialogue with the public-sector client, interpret its expectations and decision-making processes, and support the definition of an effective stakeholder engagement strategy.

This is a senior, client-facing consulting assignment requiring an excellent understanding of the Belgian infrastructure environment and, in particular, Flemish public-sector practices.

Assignment details

• Freelance or consulting contract

• Workload: approximately 50%

• Location: Brussels, Belgium

• Start date: as soon as possible

• Duration: multi-month assignment

• Working languages: Dutch and English

Your responsibilities

• Support the project leadership in strategic exchanges with the public-sector client.

• Prepare and participate in client dialogue sessions, workshops and senior-level meetings, and ensure that key outcomes and actions are properly captured.

• Analyse the client’s expectations, priorities, evaluation criteria and decision-making processes.

• Advise the multidisciplinary project team on client engagement, communication and stakeholder-management strategies.

• Provide insight into the Belgian and Flemish context, including institutional stakeholders, public procurement practices, regulatory processes and local infrastructure-delivery requirements.

• Identify emerging client concerns, stakeholder risks and opportunities that may affect the project.

• Contribute to building and maintaining a constructive,



trust-based relationship with the client.

• Monitor institutional stakeholders and support their coordination throughout the project.

• Contribute to the project’s risk and opportunity register, particularly regarding client, stakeholder and procurement-related matters.

• Support project scheduling by considering public decision-making processes, regulatory procedures and external approvals.

• Contribute to requirements management in coordination with the project leadership and technical teams.

Your profile

• At least 10 years of professional experience in infrastructure, construction or engineering projects in Belgium.

• Demonstrated experience working on major infrastructure or multidisciplinary engineering projects.

• Proven ability to manage relationships with senior clients, public-sector organisations and complex institutional stakeholders.

• Strong knowledge of the Flemish infrastructure environment and public procurement practices.

• Sound understanding of the technical, contractual, regulatory and organisational challenges associated with major infrastructure projects.

• Excellent communication, negotiation, influencing and representation skills.

• Ability to establish credibility and build trust in complex, multidisciplinary environments.





• Professional proficiency in Dutch and English is mandatory.

• Professional proficiency in French would be an advantage.

• Experience with Flemish public authorities, infrastructure agencies or public contracting entities would be a significant advantage.

• Experience with design-and-build, PPP, DBFM or other integrated project-delivery models would be highly valued.

• Availability to work approximately 50% of a full-time schedule in Brussels.

This opportunity is intended for an independent consultant or a professional able to work under a consultancy arrangement. Applicants should be legally authorised to provide professional services in Belgium.
