Job Description - Roles and Responsibilities

Description/Role:

- For the Fiber-to-the-Home (FttH) Build program, we are looking for an experienced Service Delivery Manager who will play a crucial role in managing and documenting external factors that impact the rollout of telecom networks.
- The focus of this role is on analyzing, validating and substantiating so-called "permitted delays" within network roll-out projects. You will build strong and legally substantiated files that can demonstrate that certain activities could not start or were delayed due to circumstances beyond the control of the organization, such as permit issues or restrictions imposed by local governments.
- You will be the bridge between internal teams, contractors, partners, legal stakeholders and government agencies. You ensure that all relevant information is correctly collected, interpreted and translated into consistent and defensible dossiers.

Responsibilities:

- Preparing, analyzing and managing files on delays in network roll-out projects.
- Validate documentation such as meeting minutes of consultations with (local) governments, reports and reports of meetings, provided by internal teams and external partners.
- Interpreting contractual obligations and legal frameworks relating to network and public utility works.
- Translating complex information from e-mails, reports and operational updates into structured files.
- Collaborate with legal, operational and financial stakeholders to strengthen cases.
- Advising on the impact of regulations and permit processes on project schedules.
- Monitoring of compliance with contractual agreements by external partners.
- Discussing and challenging supplied documentation when it is insufficiently substantiated.




- Preparation of management reports and presentation of findings at staff and management meetings.
- Supporting Service Delivery Managers and other stakeholders by standardizing processes and reducing administrative burdens.
- Active relationship management with external partners, contractors, governments and internal departments.
- Contribute to continuous improvement of reporting, documentation and governance processes.

Requirements & Qualifications:

- Experience in a role with a strong focus on stakeholder management, contract management, project coordination or service delivery.
- Proven experience in analyzing and interpreting contracts, regulations and legal documentation.
- Strong written skills for preparing dossiers, reports and management presentations.
- Insight into infrastructure, telecom or utility works is an important added value.
- Ability to manage complex files accurately and in a structured way.
- Experience working in a multi-stakeholder environment where collaboration with external partners is essential.

Must have skills:

- Excellent stakeholder management.
- Strong knowledge of contract interpretation and contractual obligations.
- Experience with file construction, documentation and reporting.
- Strong analytical skills and an eye for detail.
- Ability to translate legal and operational information into concrete actions.
- Experience with management reporting and presentation to senior management.
- Excellent communication skills in Dutch.
- Experience with Microsoft 365, Excel and SharePoint.
- Result-oriented and structured working style.
- Bridge builder who seeks consensus between different parties.

Nice-to-have skills:

- Experience within telecom, fiber roll-out or infrastructure projects.
- Knowledge of regulations concerning utility works and works on public property.
- Experience with permit processes and contacts with government agencies.
- Insight into the Belgian or Flemish regulations on public works.
- Experience with governance and compliance processes.
- Knowledge of Qlik or similar reporting tools.
- Experience with supplier and partner management.
