Job Purpose

The PMO and Operational Governance Manager is responsible for driving the bank's operational excellence by overseeing project and programme governance, improving business process quality, ensuring robust management of third-party relationships across Byblos Bank Europe, and providing strategy support..

This role involves actively contributing to the bank's growth and operational efficiency to facilitate the fulfilment of the bank's strategy, including overseeing the Project Management Office activities, as well as managing and coordinating the business project managers.

It interfaces with Byblos Bank Lebanon and a wide variety of external parties working with the bank on a project basis (vendors, contractors, consultants, financial institutions, banking regulators in Europe, etc.).

Lines of Reporting

The PMO and Operational Governance Manager reports directly to the Chief Risk Officer (CRO), with a dotted line to the CEO for matters relating to the Project Management Office and business strategy.

Duties and Responsibilities

Project & Programme Management

- Supervise and coordinate the activities of the Project Management Office
- Execute company-wide projects which require a specific PM expertise
- Train, support and oversee business project managers, ensuring successful delivery of initiatives.
- Update, implement and follow up on best practices and methodologies for efficient project execution.
- Engage with key stakeholders to understand business needs, manage and supervise programmes related to products and services offered by the bank.




- Act as the facilitator to translate strategic initiatives into actionable programmes.
- Ensure alignment with organisational goals, objectives, and growth.

Strategy Support

- Present and contribute to the Strategy Committee, providing support to the ExCo in strategic planning and related action plan.

Process Management

- Help design and maintain the flows charts of each main activity for each department
- Ensure the quality of flow chart design processes and continuous improvement, annual review and streamlining.

Third Party Management

- Oversee the end-to-end lifecycle of third party, from initial identification through ongoing monitoring and offboarding.
- Create and lead the monitoring of the third party’s selection process, including evaluation criteria, business case development, and approval workflows, according to the internal procedures.
- Coordinate and track the completion of mandatory assessments for all third parties, including operational risk assessments, IT security reviews, and Data Protection Impact Assessments (DPIAs), in line with applicable regulatory requirements.
- Maintain, verify, and continuously improve the quality and accuracy of the third party register, ensuring it reflects current and complete information on all vendors, suppliers, and service providers engaged by the bank.
- Ensure all third parties’ engagements are supported by a valid and duly executed legal agreement prior to commencement of services, and that invoices received are verified against contractual terms.
- Act as the central point of contact for third party governance matters, liaising with Legal, HR, Compliance, IT Security, Operations, and Risk teams to ensure all due diligence obligations are met.
- Monitor third party performance and compliance on an ongoing basis together with the business owner, escalating issues to the CRO where risks are identified.
- Support internal and external audits relating to third party management, providing documentation and evidence as required.





Stakeholder Management

- Manage projects and/or provide project management support to the head office and branches involving on-site presence when required.
- Collaborate with/manage the business PM to ensure successful implementation of identified projects.

Education Level

- Master’s degree in International Business Administration, Management, Economics, or

related field. Advanced degree preferred.

Experience & Skills

- Minimum 5 years of experience in a similar role, with proven knowledge in project management, third party governance, business process management, and (business) strategy development.
- Experience in banking or financial sector is strongly preferred.
- Demonstrated experience managing vendor/third party relationships and conducting associated risk and compliance assessments is a valued asset.
- Experience in working in international and interdisciplinary environments is a valued asset.
- Excellent communication skills (written and oral) in English are mandatory. Knowledge of French, Dutch, Arabic, or other languages is a plus.
- Strong interpersonal and public speaking skills.
- Excellent project management skills and familiar with related methodologies.
- Demonstrate solution-oriented approach to issues and being proactive in solving them by implementing analytical and strategic thinking.
- Ability to work collaboratively across international teams and build strong networks internally and externally.
- Strong knowledge of MS 365, including SharePoint, PowerApps & Power Automate, Dynamics, etc. Willingness to keep an up-to-date knowledge on digital platforms providing automation and digitalisation.
- The ability to foster a culture of innovation, collaboration and creativity
- Willingness to travel as needed.
- Demonstrate high ethical and professional conduct, integrity, and confidentiality.

Working Conditions

- Primary office environment based in Brussels. Secondary base in London and Paris as required.
- Possible Teleworking up to 2 days per week.
- Occasionally participating to external events and representing BBE.
- Travel based on project demands will be necessary to countries where BBE conducts business activities and operations.
