The Global Anti-Scam Alliance (GASA) seeks a Policy Manager, who will lead several policy related projects to advance GASA’s mission to protect people globally from scams.
About the Global Anti-Scam Alliance
GASA is a rapidly growing non-profit that unites governments, law enforcement, consumer authorities, tech companies, financial institutions, cybersecurity experts, and private organizations to share knowledge, raise awareness, and combat scams globally. Our annual General Anti-Scam Summits in Europe, Asia, and Africa bring together thought leaders shaping safer digital ecosystems. To increase our local impact, we are establishing regional chapters to foster collaboration and grow our partner network. We are growing our Policy Team to develop, together with our members, policy recommendation papers and launch new initiates to counter scams.
Your role
The Policy Manager is responsible for leading the organization’s public policy efforts to tackle scams in a particular area, for example looking at the multilateral system or by influencing governments to develop stronger counter-scam policies. The Policy Manager is responsible for driving policy outcomes in their area by building relationships with policymakers and key stakeholders, and advocating for initiatives that support GASA’s mission. The Policy Manager is accountable for delivering genuine change across the international system in ensuring that the public are better protected from scams.
The Policy Manager works closely with internal teams, members, partners, industry associations, and external stakeholders to influence policy outcomes and strengthen the organization's reputation as a trusted thought leader.
The Policy Manager reports to the Policy Director.
As Policy Manager, you will:
- Responsible for monitoring developments and managing GASA policy in a particular sector
- Drives forward projects to deliver outcomes that meet GASA’s mission, including thought leadership pieces, reports and policy recommendations.
- Leads the delivery of GASA working groups by leading meetings and writing papers.
- Develop and execute the chapter’s strategic roadmap aligned with GASA’s global programs.
- Engage with regional governments, law enforcement, and businesses to expand GASA’s network
- Lead high-impact events, webinars, and representation at relevant forums.
About you
You are a proactive and relationship-driven policy professional with a proven ability to influence policy outcomes and build trusted partnerships across governments, law enforcement, industry, and other stakeholders. Combining strategic thinking, political acumen, and strong analytical skills, you can navigate complex issues, develop practical solutions, and drive initiatives that advance GASA's mission.
You are a collaborative and adaptable leader who works effectively in international, multi-stakeholder environments. With a high degree of integrity and professionalism, you excel at influencing without authority, fostering strong relationships, and delivering impactful results in a fast-paced and evolving landscape.
Essential criteria
- Degree in Public Policy, International Relations, Law, Economics or relevant experience
- 5 - 10 years of relevant experience in policy development & advocacy
- Experience working in an international, multi-stakeholder environment.
- Languages spoken: English fluently.
- Demonstrated success influencing policy or regulatory outcomes.
- Experience translating complex issues into clear,
actionable recommendations in policy papers or briefing notes.
- Proven ability to build and maintain senior-level relationships across public, private, and civil society sectors.
- Experience using evidence and data to support policy development and advocacy.
- Strong organisational skills with the ability to manage multiple priorities simultaneously.
- Willingness to travel internationally.
Desirable criteria
- Experience working for government or law enforcement.
- Experience of working in tackling economic crime or cybercrime.
- Experience of working in the tech, finance, telecommunications or cryptocurrency sectors
- Experience developing sector-wide strategies or policy agendas or contributing to legislative or regulatory reform.
- Experience overseeing or delivering international development or technical assistance programmes.
- Languages spoken, any of French, German, Arabic, Spanish, Chinese.
