About the Mission

We are looking for an experienced Offshore Island Construction Manager to contribute to a major offshore energy infrastructure project supporting Belgium and Europe’s energy transition.

The project involves the construction of an artificial offshore energy island, which will serve as an important hub for connecting new offshore wind farms to the high-voltage electricity grid.

Construction is already underway. The Construction Manager will play a key role in the day-to-day supervision and coordination of offshore civil and marine construction activities, working closely with the EPC contractor, project engineers, HSE/QC specialists and the onshore project team.

The main offshore construction activities include:

- Rebar, formwork and concreting works for completion of the island perimeter structures
- Revetment and rock works
- Harbour outfitting
- Civil and marine completion activities
- Coordination and supervision of construction activities at the offshore island

Key Responsibilities

As Offshore Island Construction Manager, you will report to the Island Works Manager and coordinate a team of client representatives and project engineers.

Your responsibilities will include:

- Manage the day-to-day offshore construction activities and act as the Single Point of Contact (SPOC) towards the EPC contractor at site.
- Coordinate client representatives and offshore civil and marine project engineers.
- Oversee Health, Safety & Environmental (HSE) performance of the EPC contractor using a risk-based approach, supported by the HSE Officer.
- Oversee quality control of contractor activities, supported by the QC Officer and onshore project team.
- Monitor construction progress and provide structured progress reporting.
- Support preparation and management of the staffing plan for client representatives.
- Support the hiring,



onboarding and integration of client representatives.
- Review contractor method statements, risk analyses, procedures and construction documentation.
- Proactively identify construction risks and opportunities and propose appropriate mitigation measures.
- Coordinate closely with offshore and onshore specialists covering marine, civil, project management, quality, HSE and contracts.
- Ensure effective communication, coordination and structured follow-up throughout construction execution.

Mandatory Requirements

Candidates should meet the following core requirements:

- Minimum 10 years of relevant professional experience
- Strong civil construction experience – mandatory
- Engineering degree, preferably Civil Engineering
- Strong experience managing and coordinating complex construction activities
- Proven ability to supervise contractors and multidisciplinary project teams
- Experience reviewing method statements, risk analyses and construction procedures
- Strong understanding of HSE, quality control, construction risk management and progress monitoring
- Excellent communication and teamwork skills
- Structured, proactive and solution-oriented working approach
- Persistence and determination in challenging construction environments
- Excellent MS Office skills
- Fluent English

Highly Desirable Experience

The following experience will be considered a strong advantage:

- Offshore construction / offshore sector experience
- Civil and marine infrastructure projects
- Working knowledge of structural engineering
- Working knowledge of corrosion protection
- Knowledge of ACONEX
- Exposure to additional engineering disciplines such as:
- Electrical
- Instrumentation
- Telecom
- Mechanical
- Fluent in English (Dutch or French is a plus)

Offshore Training & Certifications

Due to the offshore nature of the assignment,



relevant medical fitness and safety training/certification are required, including:

- Valid offshore medical certification, e.g. NOGEPA or equivalent
- BOSIET or equivalent
- Boat Landing Training
- Ability and willingness to work and reside offshore according to the project rotation schedule

Working Arrangement

The assignment begins with an office-based project familiarisation and scope preparation phase in Belgium.

From approximately March 2027 to November 2027, the Construction Manager is expected to work offshore in rotation with a back-to-back Construction Manager. The anticipated rotation is:

2 weeks on / 2 weeks off or 4 weeks on / 4 weeks off.

During offshore execution, accommodation will be provided directly on the offshore island in accommodation containers. Transfers to and from the island will be organised using Crew Transfer Vessels (CTVs).

The broader project schedule may include subsequent office-based preparation and additional offshore construction phases, subject to extension of the assignment.
