LOCATION: 1000 BRUSSELS, BELGIUM

WORK MODE: 100% FULLTIME (HYBRID 2 TO 3 DAYS ONSITE PER WEEK)

CONTRACT DURATION: 01/09/2026 - 31/12/2026+POSSIBLE OF EXTENSION

JOB DESCRIPTION

ROLES AND RESPONSIBILITIES

- In this context, he has launched a mission aimed not only at analyzing, optimizing and structuring IT activities, but also at regaining control of complex programs that are currently adrift or insufficiently structured, with the objectives of improving effectiveness, efficiency, budgetary control and clarification of responsibilities.
- In order to support this approach, the CTO is looking for a Program Manager, whose main mission will be to:
- Structure, secure and remediate critical IT programs,
- set up a robust management based on analysis, prioritization and risk management,
- Restore clear governance in a potentially chaotic or fragmented context.

Mission

- The purpose of the Program Manager is to put strategic programs back under control, to secure their delivery and to restore effective governance, guaranteeing the achievement of objectives in compliance with budgetary, organizational and regulatory constraints.

Strategic management & structuring

- Define, consolidate and manage the integral roadmap of the programs in alignment with strategic

priorities Structure initiatives, clarify scopes, responsibilities and dependencies

- Establish a clear and effective governance framework (committees, reporting, KPIs)

Analysis & diagnosis

- Carry out in-depth analyses of existing programs (maturity, organization, risks, performance)
- Identify dysfunctions, inconsistencies and sticking
- points Propose pragmatic and prioritized
- remediation plans Provide an integrated vision of the issues (business, IT, financial, organizational)

Crisis management and programme

- recovery Intervene on programmes in difficulty (planning, budget, quality, governance)




- Prioritise critical actions and secure essential
- deliverables Restore a controlled and realistic trajectory
- Realign stakeholders around common and achievable objectives

Multidimensional

- coordination Ensure synchronization between technical, business, organizational and contractual
- dimensions Coordinate internal teams (IT, business, PMO, architecture, security) and external
- partners Manage complex interdependencies between projects and systems

Contractual & supplier

- management Supervise the relationship with suppliers and integrators in a public
- procurement framework Monitor contractual commitments (quality, deadlines, deliverables, penalties)
- Contribute to arbitrations and decisions related to service providers

Risk management and financial

- management Identify, assess and anticipate operational, technical and organisational
- risks Manage the budgetary trajectory of programmes and ensure the optimisation of resources
- Contribute to securing funding (including European subsidies if applicable)

Governance & Decision

- Support Prepare decision-making materials for governance bodies (Committees, Steering Committees)
- Provide a clear, objective and consolidated view of the status of programs
- Facilitate strategic decisions

Continuous improvement & structuring

- Deploy adapted program management methodologies (Agile, hybrid, governance frameworks)
- Industrialize management practices and strengthen organizational
- maturity Contribute to the sustainable transformation of operating methods

SKILLS

- Mastery of complex IT environments (architecture,



integration, data)
- Implementation of solutions for several (CRM or ERP type) hundreds of users
- Experience in the public sector
- Leadership transversal, coordination multidisciplinaire & change management

QUESTIONS

- Do you have the Scrum Product Owner certification?
- Do you have MSP, PgMP or equivalent certification?
- Do you have Prince 2 certification?
- Can you describe a significant experience where you had to regain control of a complex program in difficulty (delays, budgetary drifts, failing governance)? What concrete actions have you implemented?
- How do you approach the diagnosis of an IT program (maturity, risks, organization, performance) and the definition of a remediation plan?
- How do you manage multiple and sometimes divergent stakeholders (business, IT, authorities, suppliers) in a context of transformation or crisis?
- Can you describe your experience in setting up program governance (committees, KPIs, executive reporting) in a complex environment?
- How do you ensure coordination between the technical, organizational, budgetary and contractual dimensions of a program?
- Do you have experience in managing suppliers in a public procurement context? How do you ensure that commitments are met (deadlines, quality, deliverables)?
- Can you give a concrete example of risk management on a critical program and the measures put in place to anticipate or mitigate them?
- How do you manage the budgetary trajectory of a programme while ensuring that strategic objectives are achieved?
- Can you describe a situation where you had to arbitrate strategic priorities between several competing initiatives?
- What is your approach to aligning a program with a complex existing IT architecture (interoperability, data, legacy)?
- How do you support organizations in change management to ensure buy-in and sustainable transformation?
