About the client

Our client is a major transmission system operator responsible for the reliability and sustainability of the electricity supply in its home market, and a key player in the wider European energy landscape. It plays a leading role in the region's energy transition, building infrastructure that connects new offshore generation to the onshore grid, working alongside contingent workers and permanent staff on some of the largest offshore infrastructure projects in Europe.

Project scope

The project involves constructing an artificial offshore energy island that will serve as a hub connecting new offshore wind farms to the onshore high-voltage grid. Construction has been awarded to an EPC consortium; the remaining caissons are being transported to sea in 2026, with civil and marine completion works running through 2027 and 2028. This role focuses on the day-to-day follow-up of rebar, formwork and concreting works finalising the island perimeter structures, revetment rock works, and harbour outfitting.

During offshore execution phases,



accommodation is organised on the island itself in single-occupancy containers with shared bathroom facilities, with crew transfers via CTV. The assignment alternates between onshore office phases (project familiarisation, scope preparation, lessons learned) and offshore rotation phases running the construction works. The role sits at the interface between the client's onshore project team and the EPC contractor's site organisation, and is central to keeping a highly visible, multi-year construction programme safe, compliant and on schedule.

Role overview

Lead the day-to-day construction follow-up on the offshore island, acting as the client's single point of contact at site towards the EPC contractor, and coordinating a team of client representatives and project engineers to keep the works safe, compliant and on schedule, while proactively flagging risks and opportunities as the programme evolves.

Reporting line: to the Island Works Manager; supported offshore by marine and civil project engineers and onshore by the project team (marine, civil, PM, QC, HSE, contracts).

Key responsibilities

HSE and quality oversight

- Oversee risk-based health, safety and environmental control of the EPC contractor, with support from the HSE officer
- Oversee risk-based quality control of the EPC contractor, with support from the QC officer and the onshore project team
- Review method statements, risk analyses and procedures with the onshore project team

Team leadership and site coordination





- Coordinate a team of client representatives and project engineers on site
- Build the staffing plan for client representatives, with support from the Island Works Manager
- Lead hiring and integration of client representatives, with support from the Island Works Manager and onshore project team
- Act as the single point of contact at site towards the EPC contractor for day-to-day construction activities

Progress and risk management

- Produce progress reporting on the construction works
- Proactively identify risks and opportunities and propose mitigation plans

Key deliverables

- Island perimeter rebar, formwork and concreting works progressed and controlled to specification
- Revetment rock works and harbour outfitting delivered in line with project requirements
- Progress reports issued on a regular basis to the Island Works Manager
- Staffing plan established, with client representatives hired and integrated
- Method statements, risk analyses and procedures reviewed and endorsed

Requirements

Education

- Engineering degree, preferably in civil engineering

Experience

Must-have:

- At least 10 years of relevant construction management experience
- Experience in civil construction

Nice-to-have:

- Experience in the offshore sector
- Working knowledge of structural and corrosion protection
- Working knowledge of other disciplines: electrical, instrumentation, telecom or mechanical

Certifications

- Valid offshore medical certificate
- BOSIET or equivalent offshore survival training
- Boat landing training

Technical skills

- Excellent MS Office skills
- Working knowledge of ACONEX

Soft skills

- Excellent communication and teamwork skills
- Structured, a quick learner, persistent and determined
- Fluent English; Dutch or French a plus.
