and economic migrants; and regular migration. Given the projected decrease in ODA and the fact that the U.S. cooperation model has become politicized against migration and transformed into a nationalist instrument, the EU has the opportunity to offer a distinct, value-based model. This differentiation may be characterized by cooperation in regular and orderly migration, co-development, and the strengthening of democratic governance in low- and middle-income countries.
