Role Overview

We are seeking a highly motivated and experienced EU Public Affairs Manager to lead engagement on regulatory and policy developments impacting the shisha (waterpipe) tobacco category across the European Union. Based in Brussels, this role will focus on shaping the policy environment around the forthcoming revision of the Tobacco Products Directive (TPD), building a strong stakeholder network, driving advocacy campaigns, and supporting markets with regulatory expertise.

Key Responsibilities

1. EU Policy & Advocacy (TPD Revision)

- Lead the company’s advocacy strategy on the revision of the EU Tobacco Products Directive (TPD).
- Monitor and analyse EU and Member State policy developments.
- Develop policy positions and briefing materials.
- Represent the company with EU institutions and other industry associations

2. Stakeholder Engagement & Network Building

- Build relationships with policymakers, industry groups etc.
- Represent the company in fora and consultations.

3. CampaignDevelopment & Execution





- Design and implement advocacy campaigns.
- Coordinate initiatives across markets.
- Work with communications teams.

4. Market Support & Regulatory Guidance

- Provide regulatory expertise to local markets.
- Support compliance and implementation guidance.

5. Intelligence & Reporting

- Deliver policy insights and risk assessments.
- Support strategic decision-making.

Key Requirements

Experience:

3+ years in EU public affairs or policy roles.

Experience with EU legislative processes.

Background in regulated sectors preferred.

Skills:

Strong understanding of EU institutions.

Excellent communication and networking skills.

Strategic thinking and analytical ability.

Excellent commercial acumen.
