C4 Angola is seeking a Community Liaison Manager to join our team on the ground in Luena, Moxico Province, Angola.

Communities are not a project component, they are the foundation. Without trusted relationships, genuine consent and sustained community confidence, there is no programme. The Community Liaison Manager is the person who builds, protects and holds those relationships on behalf of C4 every single day.

This is a field‑intensive, people‑facing role; engaging with Sobas, village leadership, community members and local authorities, managing concerns before they become grievances, and ensuring that every interaction reflects the values and obligations of the project. You will be the face of C4 in the communities that matter most to the success of this programme.

The role requires deep cultural competence, strong local language capability and genuine respect for traditional governance structures.

About the Role

The Community Liaison Manager reports directly to the Deputy Programme Director and Programme Director, and is the primary relationship manager between C4 Angola and the communities in which the MSRP project operates. The role is responsible for building, maintaining and protecting the trusted community relationships that are foundational to the project's social licence to operate, its FPIC obligations and its CCB Standard certification.

It requires someone who understands rural Angolan community dynamics, can navigate traditional authority structures with credibility and sensitivity, manage community concerns before they escalates into grievances, and ensure that every community interaction reflects the values and obligations of the project.

Duties and Responsibilities

1. Stakeholder Engagement and Traditional Authority Relations

- Serve as C4 Angola's primary point of contact with Sobas, village leadership structures and community representatives across all project villages and surrounding areas.
- Build and maintain constructive, trust‑based relationships with traditional authorities, ensuring they are informed, engaged and respected throughout all phases of project delivery.
- Coordinate and facilitate regular community meetings, progress updates and feedback sessions in coordination with the Communications and Community Engagement Lead.
- Liaise with municipal authorities, local government representatives and community‑based organisations as required to support project operations and maintain positive institutional relationships.
- Map and maintain an up‑to‑date stakeholder register covering all key individuals and structures in the project community landscape.
- Monitor community sentiment, emerging concerns and relationship dynamics across all project villages, providing regular intelligence updates to the Deputy Programme Director.
- Ensure all community engagement activity is sequenced correctly in relation to operational milestones — community relationships must not be outpaced by or in conflict with field operations.

2. FPIC Process Management and Community Consent

- Support the ongoing implementation and documentation of Free,



Prior and Informed Consent processes across all project villages, in accordance with CCB Standard requirements and the Lei n.º 9/04 (Lei de Terras).
- Ensure that community members receive accurate, complete and accessible information about the project's activities, commitments, timelines and any changes to plans — in a language and format they can understand.
- Facilitate participatory mapping, land boundary discussions and area endorsement processes with community leadership and members.
- Maintain comprehensive and audit‑ready FPIC documentation including attendance records, consent registers, consultation notes and photographic evidence.
- Identify and proactively address any risk of FPIC process gaps, premature commitments, or expectation misalignment that could compromise community consent or project certification.
- Work closely with the Communications and Community Engagement Lead and technical teams to ensure FPIC sequencing remains aligned with operational readiness and approved messaging.
- Escalate any community consent concerns, boundary disputes or land access conflicts to the Deputy Programme Director immediately.

3. Community Grievance Management

- Manage the project's community grievance mechanism, ensuring it is accessible, well‑understood and genuinely responsive to all community members — including women, youth and marginalised groups.
- Receive, log, acknowledge and track all community grievances in accordance with the project's grievance procedure and CCB Standard requirements.
- Investigate grievances at the community level, facilitate resolution discussions between the project and affected parties, and document outcomes clearly and honestly.
- Ensure that no grievance is dismissed, delayed without reason or handled in a way that undermines community trust.
- Prepare regular grievance reports for the Deputy Programme Director and the Communications and Community Engagement Lead, including trends, unresolved matters and systemic issues requiring management attention.
- Support the Risk Manager & Strategic Communications Manager by providing early warning of emerging community concerns, sentiment shifts or reputational risks identified through the grievance channel.
- Ensure the grievance mechanism meets the documentary and evidence standards required for CCB Standard verification and donor reporting.

4. Community Participation and Inclusion

- Ensure that engagement processes are genuinely inclusive of all community members — not only traditional male leadership — with specific attention to the participation of women, youth and economically marginalised groups.
- Support the design and delivery of inclusive consultation approaches, including separate sessions for women and youth where culturally appropriate.




- Monitor participation patterns and flag any exclusion risks or structural barriers to engagement to the Deputy Programme Director.
- Support community awareness activities regarding the project's purpose, benefits, obligations and grievance channels, in coordination with the Communications and Community Engagement Lead.

5. Documentation, Reporting and Coordination

- Maintain accurate, complete and audit‑ready records of all community engagement activities, including meeting notes, attendance registers, consent documentation, grievance logs and stakeholder correspondence.
- Prepare weekly field reports for the Deputy Programme Director summarising engagement activities, relationship status, grievances received and any emerging concerns.
- Coordinate with technical, operational and HR teams to ensure community engagement obligations are integrated into field planning and do not conflict with operational activities.
- Support community labour engagement processes in coordination with the HR & Recruiting Manager, ensuring that recruitment and mobilisation activities in communities are conducted respectfully and in line with FPIC principles.
- Contribute to CCB monitoring and reporting by providing evidence of community engagement quality, participation conditions and grievance resolution.

Key Skills and Experience

ESSENTIAL

- Degree in Social Sciences, Development Studies, Community Development, Anthropology, Communications or a related field.
- Minimum 4–6 years of experience in community engagement, stakeholder relations or social development — with direct experience working with rural communities in Angola or comparable contexts.
- Demonstrated ability to engage credibly and respectfully with traditional authority structures, including customary chiefs and village governance bodies.
- Strong understanding of FPIC principles, participatory consultation processes and community consent documentation.
- Experience managing community grievance mechanisms in a development, conservation or infrastructure project context.
- Fluent in Portuguese — written and spoken. Local language ability (Chokwe, Luvale, Luchaze, Mbunda or other languages of Moxico Province) is strongly preferred.
- Strong interpersonal skills, cultural sensitivity and the ability to build genuine trust with diverse community members.
- Excellent documentation, record‑keeping and reporting skills.
- Ability to work independently in remote field locations and manage a complex stakeholder landscape without close supervision.

DESIRABLE

- Experience working on carbon, conservation, restoration or land‑use programmes with CCB or similar social certification requirements.
- Familiarity with Moxico Province, its communities and its cultural and governance landscape.
- Experience supporting gender‑inclusive and youth‑inclusive engagement processes.
- Understanding of Angolan land law (Lei n.º 9/04) and its implications for community land rights.
- Experience contributing to donor reporting or audit documentation for community engagement components.
