Service description:

ELIA's network is a key link between France, Europe's largest electricity exporter, and markets in Northern Europe. ELIA's main activities are as follows:

- asset management: maintaining and developing the network, as well as connecting electrical installations to the network;
- system management: granting access to the network in a straightforward, objective and transparent way, providing full services for transporting electricity, monitoring flows on the network to ensure that it runs smoothly and managing the balance between electricity consumption and production 24 hours a day;
- market facilitation: developing initiatives to improve how the electricity market operates.

Context

On top of the development of the grid, asset and system management and market facilitation above mentioned, the TSO in Belgium is also responsible to conduct several security of supply studies (short, medium and long term), vision studies, cost benefit analysis of future grid projects... Those studies are based on economic dispatch tools, which evaluate the need for additional capacity, the economic outputs or the margin available in the system for every hour of the year.

Performing these studies are amongst the main tasks of the team ‘SMA – Scenarios, Market & Adequacy analysis’ department in Elia.

This RFP aims to contract one consultant (that will work on site)



to support the team in realizing several tasks focused on enhancing the transparency of data published by SMA and developing clear, insightful, and impactful visuals from it.

Elia is therefore looking for a pro-active, “data geek” and “energy geek”. The candidate should have knowledge of data mining, data gathering/processing (mainly in Python), data visualization (PowerBI, React.js…) and ideally an economic dispatch tool such as ANTARES. This assignment also requires a minimum knowledge of energy systems.

Requirements:

The consultant will help to perform different tasks within the SMA team:

- Improve data management process at SMA (set up data warehouse, data pipelines, ..);
- Explore large amount of data coming out of the simulations;
- Benchmarking visualizations from other equivalent studies, i.e. ERAA (ERAA 2025 Reports & Results), TYNDP (Explore | ENTSO-E TYNDP, Visualisation Platform | ENTSOs TYNDP 2024 Scenarios), MLZ (Data Publication), NESO-FES (FES 25
- Interactive dashboard), RTE (Analyses et données), …
- Benchmarking visualization already available within SMA;
- Create visuals from given simulation output, including writing and updating appropriate scripts;
- Present and iterate upon the created visuals with key stakeholders/management to ensure they fulfill their intended purpose
- Create visuals to compare different studies together or with historical data; - Create/Update scripts to identify inconsistencies in input/output data from the simulations;
- Propose user-friendly interface to dynamically explore the data, that could be publicly shared;

Example of tasks A non-exhaustive list of tasks (and description) is given below:

1. Consolidate historical data into a data warehouse;
2. Create or update tools in Python in order to analyze different output from the ANTARES simulation tool or other solvers;
3. Create visualizations of the outputs of simulations;
4. Critically analyze results of algorithms, assist in the identification of key trends




5. Data engineering and interfaces between tools

Service requirements (hard skills and soft skills):

Hard skills

- Python (must have) Python is extensively used in existing tools at SMA. Python is a general-purpose programming language whose design philosophy emphasizes code readability. The outcome of the project must be compatible with the existing toolchain.
- PowerBI (must have) PowerBI is the central tool used at SMA for visualisation. The project should build on the tools/visuals already available within SMA.
- React.js (nice to have) React.js is used within SMA for specific types of visualization. Knowledge of React would be a plus
- ANTARES (mainly the input/output interface but also a general knowledge of economic dispatch tool is a ‘nice to have’) ANTARES is an economic dispatch tool developed by RTE, the French TSO. In the application’s core is an economic dispatch tool for the electricity market. Antares allows to simulate the electricity market on an hourly basis. Any experience with market simulations can be valued here, including other solvers. A minimum knowledge of energy systems is also required. Website:

Soft skills

- Medior profile: 3 yrs experience minimum.
- The consultant has knowledge of and interest in the energy market;
- Ability to work independently and in a team;
- The consultant has an analytical and innovative mind;

About the profile:

- You like diving into data and create clear, insightful, and impactful visuals;
- Interested to deliver high quality tools to improve the team’s functioning;
- You are looking to invest a team on the medium term where you could face challenging projects and grow an expertise;
- You are interested in the energy transition and challenges in the electricity sector.
- Good level of Dutch and/or French and English is required.

Additional information:

- Location: Boulevard de l’Empereur 20 1000 Bruxelles Belgium
- Onsite presence: By default, a physical presence on site is required for 50%.
- Work regime: fulltime
