Salary Range: $57,692 - $75,562/year - plus State of Connecticut benefits. New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

Seeking a Fiscal Administration Trainee to receive on the job training for our Revenue Accounting Unit to perform the following job functions in verifying the daily bank transactions of the Judicial Branch utilizing the State’s integrated financial system, the Branch’s cashiering system and deposit transmittals; applies and posts funds received to multiple accounts by creating multi-line direct-journal accounting entries for each verified transaction; assists in monitoring, researching and resolving bank deposit discrepancies and unidentified bank transactions with depositing offices and the Office of the State Treasurer; assists in researching payer and docket information utilizing the Criminal/Motor Vehicle System and Judicial Branch website; creates, maintains and verifies accounts receivable records; reconciles courts’ daily cash journals using cash register reports/pay files; initiates cash register pay file corrections with Court Operations; reconciles monthly avails ledger to revenue system reports; may assist accountants with transaction research; processes revenue refunds; creates multi-screen one-time vendor payment vouchers.
This position may qualify for hybrid remote work at the conclusion of the two-year training period.
DIVISION: Office of the Chief Court Administrator
CLASS DEFINITION: This class is accountable for receiving on the job training in a variety of financial clerical work in the areas of revenue accounting, accounts payable, payroll and/or other Fiscal Administration Unit tasks.
SUPERVISION RECEIVED: Works under the close supervision of a Fiscal Administration Supervisor or an employee of higher grade; works more independently with acquired experience.
Examples Of Duties
General Duties
Receives on the job training and is given progressively responsible assignments in the following areas: researches and processes financial transactions using the Judicial Branch's in house computerized system and the State's integrated financial management system; reviews,
examines and verifies accuracy and appropriateness of documents submitted for payment; verifies validity of authorization; verifies amounts, sources and proper application of cash receipts and disbursements; processes budget codes payments by appropriation (fund and special identification), court location, program and expense type; compiles data necessary for multi-screen input; analyzes and determines appropriateness of interfaced data into the State’s system; assists in the preparation of bookkeeping and other financial records; assists in balancing and reconciling various accounts; prepares reports of account information and account history; provides basic assistance to vendors, the public, Judicial employees and divisional management; determines if claims for payment against the Judicial Branch are legal, proper, correct and valid; ensures that payments are made in a timely, accurate and efficient manner; may perform other administrative support tasks as assigned; performs related duties as required.
Accounts Payable Duties
Receives training in auditing claims for payment from attorneys, arbitrators, attorney trial referees, fact‑finders, lessors, magistrates, medical providers, postal services, state marshals, utilities, victim claimants, volunteers and contracted services/commodities; reviews requests for reimbursements from Judges and employees; verifies invoice amounts to established fee schedules, statutory rates, court-ordered documentation, Office of the State Comptroller's regulations and contracted rates; checks quantities, unit prices and terms of contracts; assists in resolving invoice discrepancies with vendors and corrects documents; ensures that proper funds are available before an invoice is processed; creates all vouchers in the State’s system; reviews and maintains the Comptroller's vendor file including any additions and/or modifications; utilizes activated speed charts in the State’s accounts payable module.
Payroll Duties
Receives training in preparing biweekly and/or semi-monthly regular, overtime and supplemental payrolls; verifies check register and printouts to worksheets and records; assists in preparing payroll input forms required for new hires, reclassifications, transfers, terminations, retirements, over-payments/under payments, wage increases and payroll deduction changes; prepares and totals various deduction worksheets; prepares supplemental payrolls for longevity payments, promotional adjustments,
etc.; calculates and processes retroactive payments, collective bargaining increases and annual increases; communicates on a bi-weekly basis with the Office of the State Comptroller’s Central Payroll Division and other state agencies’ payroll units; responds to employee inquiries regarding paychecks and payroll practices and procedures; maintains various records and files for payroll data and forms; calculates Worker's Compensation and/or retirement earnings information; monitors court ordered wage executions.

Minimum Qualifications Required
KNOWLEDGE, SKILLS, AND ABILITY
Basic knowledge of bookkeeping principles and procedures; skill in utilization of personal computers involving both mainframe and web-based integrated financial management systems; ability to learn to categorize funds and accounts by code; some knowledge of account balancing and reconciliation procedures and methods; some familiarity with invoice processing and fund allocation; skill in processing of payrolls; ability to perform basic arithmetic computations; basic interpersonal skills; oral and written communication skills.
Experience And Training
General Experience
Two years of experience in accounting, accounts payable, accounts receivable, payroll, bookkeeping, banking, or financial record keeping. An incumbent who is classified as a Fiscal Administration Trainee will be advanced to Fiscal Administration Assistant I after successful completion of two years of experience.
Substitutions Allowed
College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen semester hours equaling one-half year of experience to a maximum of two years for an Associate’s degree.
